MEETING MINUTES OF THE BOARD OF SELECTMEN

Tuesday, February 9, 2016

MINUTES

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Carol Conklin, Heather McNeil, Director Youth & Family Services,

CALL TO ORDER – First Selectman Fortuna called the meeting to order at 3:30PM
PLEDGE OF ALLEGIANCE- Recited
COMMENTS FROM THE PUBLIC-Mike Rafferty and Gretchen Bushnell appeared to comment on an opioid problem not only in our country but in our community. He re-capped the Healthy Communities Healthy Youth initiatives over the years and also re-capped the surveys that have been done in the community. Programming has been based off these surveys. Asset growth amongst the children in the community has grown significantly. But recent town forums have revealed a need for more programs, better drug education in the high school and drug usage remains an issue. He believes the town should invest in a community wellness interventionist for drug and alcohol counseling. He feels the town needs to be proactive on this issue. Carol Conklin asked where this agency would be housed. Mr. Rafferty stated it would remain at a private agency. Selectman Giegerich asked how people would get to this person. Mr. Rafferty said that it could be by advertising, by attending youth activities or by other means of referral. Heather McNeil suggested the possibility of an ad hoc committee for this issue. The First Selectman commented that this is a national issue getting presidential notice.
COMMENTS FROM THE SELECTMAN: Preserve open space grant funding: North American Wetlands Conservation Act (NAWCA). Nothing to do at the moment.
The Elderly Benefit committee met and increased the benefit to $90,000.

Discussion and action on a Resolution to apply for Connecticut State grant funding for Community Coastal Resilience Study and Infrastructure Evaluation.

Discuss and act on property located at 38 Bellaire Drive and year round classification. The process for conversion was explained.

Appointments
Historic District Commission.  Vacancy appointment regular member.  This is a five year term due to expire 12/2019.
Jan Furman nominated.

Rich Peters stepping down from regular member to alternate.

Mary Kennedy has kindly agreed to be the representative from the PHNB.
