MEETING MINUTES OF THE BOARD OF SELECTMEN
Tuesday, December 8, 2015

Present: First Selectman Carl P. Fortuna Jr, Selectman Scott Giegerich and Selectman Carol Conklin
I. CALL TO ORDE R – First Selectman Fortuna called the meeting to order at 3:30 p.m.
II. PLEDGE OF ALLEGIANCE- Recited
III. COMMENTS FROM THE PUBLIC-Fern Tryon expressed her feeling that there needs to be more help for the elderly, particularly on the housing front. Marc DelMonico commented on the lack of traffic patterns at the Transfer Station, as well as the condition of the outside of the Youth & Family Services building. Scott Massey expressed a need for a river marine patrol and wanted to know what was being done about it. Dick Goduti agreed that there should be a river patrol.
IV. COMMENTS FROM THE SELECTMAN: The First Selectman commented on the wreaths across America ceremony that he had just come from.
V. APPROVAL OF MINUTES Special Board of Selectmen Meeting November 20, 2015.
Proposed amendment by Carol Conklin that she had asked Chief Spera about
the hierarchy of command in a natural disaster vs. a crime scene. She also
asked, under appointment #36, what the succession plan was for town
counsel.

VI. BUSINESS BEFORE THE BOARD
A. Discuss and act to approve resolution authorizing Carl P. Fortuna Jr. to execute and file Small Town Economic Assistance Program (STEAP) Agreement, $400,000 - Main Street Connections Park & Parking Lot Project. Economic Development Director, Susan Beckman explained that an additional STEAP application would be made to avoid local tax dollars on this project. The average of the five bids was closer to $750,000. With construction management and contingency, we felt an additional 400k would be appropriate. Carol Conklin wanted it clear that this project is mostly a Parks & Recreation project, and that the parking is needed downtown.

B. Discuss and act on Retiree Life Insurance Policy.
The First Selectman noted that this item will be tabled for action until further counsel review. Chuck Petruccione from Brown & Brown explained the history of the issue. See attached for more detail.
Questions were asked about process and internal procedures for signoff. It appears that over the years, no particular procedure was followed. Scott Giegerich felt this new proposed policy by Brown & Brown should be pursued vigorously.
C. Appointments
1. Pension & Employee Benefits Board. Re-appointment Paul Tracey. This is a five year term due to expire 01/2021.
2. Pension & Employee Benefits Board. Re-appointment Carol Voigt. This is a five year term due to expire 01/2021.

Motion to approve re-appointment Paul Tracey and Carol Voigt to the Pension & Employee Benefits Board. Both are five year terms due to expire 01/2021
