Present: First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Steven Gernhardt, one member of the press.
I. CALL TO ORDER – First Selectman Fortuna called the meeting to order at 6:00 pm.

III. COMMENTS FROM THE PUBLIC- None
IV. COMMENTS FROM THE SELECTMAN
First Selectman Fortuna commented on the following: New accounting software bids received and will be reviewed this week; the CVS tax appeal settlement; YFS boiler system bid rejection; Town Hall boiler failure; declining school enrollment; gutter/roof repair covered by town insurance and the Governor’s executive order that cut 88k in revenue from Old Saybrook projections.
V. APPROVAL OF MINUTES – Board of Selectmen Meeting September 8, 2015.

VI. BUSINESS BEFORE THE BOARD
A. Discuss and act on recommendation of Public Works Director Larry Bonin for release of encroachment bond-30 Neptune Drive.

B. Appointments:
1. Architectural Review Board- Term re-appointment of Barbara D’Agostino. This is a three year term due to expire 09/2018.

Motion to appoint Barbara D’Agostino to a new three year term due to expire in 9/2018

2. Connecticut River Area Health District- Resignation vacancy. Appointment of Dr. Jeffrey Goldblatt for the unexpired portion of a three year term due to expire 08/2017.

3. Zoning Board of Appeals-Elevation vacancy. Appointment of alternate member. This is for the unexpired portion of a two year term due to expire 11/17/2015.

VII. COMMENTS FROM THE SELECTMEN – Scott Giegerich commented on the positive news that the 3T project3s is coming to a successful close and that the first game was played on the field Monday. Carl Fortuna stated that he attended part of the girls soccer game this afternoon before the meeting. Carl Fortuna also stated that he will be attending the presentation of the Historic and Architectural Resource Survey of Portions of the Town of Old Saybrook tonight at 7pm at the Vicki Duffy pavilion.
