 REGULAR MEETING OF THE BOARD OF SELECTMEN
Tuesday, September 8, 2015
3:30 P.m.
First Floor Conference Room
MINUTES

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Steven Gernhardt, one member of the public and press.
I.      CALL TO ORDERFirst Selectman Fortuna called the meeting to order at 3:30 pm.
II.     PLEDGE OF ALLEGIANCERecited
III.    COMMENTS FROM THE PUBLIC-
Fern Tryon commented on the color of the new police station and that she felt it to be a bit drab. She also asked about an open house. The First Selectman stated that after a few more punch list items are addressed, an open house will occur. She also commented on the time of the public hearing on North Main Street stating that 4pm is difficult for folks coming from work. The First Selectman stated there will likely be another public outreach at an evening time.
IV.    COMMENTS FROM THE SELECTMAN
First Selectman Fortuna commented on the possibility of a pilot LED streetlight program occurring in town this fall. Also, he commented on Indiantown trees and an allocation of funds to take down dead and diseased trees, Youth & Family Services boiler bids due on 9-17-15 and a Police Department building update on punch list items.

The First Selectman stated that the Town now expects to end the last fiscal year (2014-2015) with a significant surplus of over $400,000. First Selectman Fortuna stated that this was a combination of  both the revenue and expenditure sides that made this possible.

Selectman Giegerich reported that the track and turf field at the high school could be completed by the end of this week and we are hopeful that the football game can be played there Saturday. The tennis courts are also being resurfaced.  

V.     APPROVAL OF MINUTES – Board of Selectmen Meeting August 11, 2015.

VI.     BUSINESS BEFORE THE BOARD
A. Notice of Public Hearing on the preliminary plan for the reconstruction of North Main Street on September 21, 2015, 4 p.m. at Town Hall. This is a Board of Selectmen project so notice is properly discussed by this board. This project will take place in 2016. No action required.
B.  Discussion and action on a recommendation and appropriation to the Board of Finance for the Town Hall roof/gutter repair.
First Selectman Fortuna stated that this damage was looked at with a lift, pictures were taken and notes made by Mike Macri and Don Lucas. When it rains, water goes into the Land Use office. The gutter system has failed and is pulling away from the roof. It was estimated that the job was under 25k so three bids were solicited. Steve Gernhardt questioned whether the bids were apples to apples but satisfied himself with the proposals.

C. Discuss and act on property located at 145 Plum Bank Road and year round classification.

Motion to add to the agenda the release of a $1500 encroachment bond on property located at 85 Hartford Avenue so moved and voted.

D. Appointments
1. Architectural Review Board.  Term reappointment Anthony Brodeur. This is a three year term due to expire 9/2018.

Motion to add to the agenda consideration of a First Amendment to Tier 1 Long Term Municipal Solid Waste Management Services Agreement.
MOTION CARRIED UNANIMOUSLY.

The First Selectman explained that there is a possibility of the closure of the South Meadows waste disposal facility. This agreement allows the member towns to offset any increased costs of disposal by utilizing MIRA’s business interruption insurance. While there may be some additional cost, it should be substantially mitigated through insurance. The amendment provides that, to the extent that MIRA’s insurance covers additional costs associated with the emergency bypass of waste, the municipality will have no responsibility for such costs.

VII. COMMENTS FROM THE SELECTMEN – Scott Giegerich commented on the positive news that the 3T projects is coming to a successful close.
