Present: First Selectman Carl P. Fortuna Jr. and Selectman Steve Gernhardt, and members of the
public and press.
CALL TO ORDER – First Selectman Fortuna called the meeting to order at 3:30 P.m.

COMMENTS FROM THE PUBLIC-
Carol Manning asked if there was anything that can be paid for outside the budget. First
Selectman Fortuna responded only by sinking funds, which have to be approved by Finance
and Town Meeting. She also asked about who should sign mutual aid memos. I suggested
the First Selectman should be a signatory. Dick Goduti commented that the Coast Guard is
passing around a mutual aid document at the moment. Also that he thinks one person can
handle garbage pickup on Main Street.
COMMENTS FROM THE SELECTMAN- First Selectman Fortuna commented on
Senate Bill 1 (car tax and municipal revenue sharing) and the progress of the Old Saybrook
Police Department.
V. APPROVAL OF MINUTES Special Board of Selectmen Meeting March 24, 2015.

BUSINESS BEFORE THE BOARD
A. Discuss and act on Resolution approving Cooperative Management Agreement for The
Preserve.
First Selectman Fortuna explained the State wanted a resolution by the Board of Selectmen
approving the management agreement. This document is literally one of the last items left in this transaction.

- Discuss and act to readopt Fair Housing Resolution
First Selectman Fortuna noted that this resolution is re-affirmed annually. As a recipient of prior
Small Cities CDBG Grants, it is a Department of Housing Program requirement to evidence our
commitment to support the principles and practice of Fair Housing and Equal Opportunity.

- Discuss and act on Department of Defense-Connecticut Employer Support of the Guard and Reserve Statement
First Selectman Fortuna explained this is a Proclamation in support of the National Guard.

Motion to approve the Employer Support of the Guard and Reserve (ESGR) Statement.

D. Appointments
- Architectural Review Board-Donna Leake
First Selectman Fortuna noted that he met Donna when she took a tax appeal. She is a retired
superintendent, unaffiliated voter who did not want to seek elective boards. She said she has the
time and interest for this Board.

Motion to appoint Donna Leake to the Architectural Review Board. This is for the unexpired portion
of a three year term due to expire 9/2016.

- Preserve Ad Hoc Committee-Susan Esty
First Selectman Fortuna noted that Susan is a member on the Parks and Recreation Commission.

Motion to appoint Susan Esty to the Preserve Ad Hoc Committee.

VII. COMMENTS FROM THE SELECTMEN - Steve Gernhardt asked when minutes should be filed. He
was informed that minutes should be filed within seven days and motions made available within 72 hours.
First Selectman Fortuna also commented that Main Street Park will be going out to bid in May/June
for construction over the summer/fall.
