REGULAR MEETING OF THE BOARD OF SELECTMEN

MINUTES

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Steve Gernhardt,
Police Chief Michael Spera, Finance Dir. Lisa Carver, and members of the public and press.
I.     CALL TO ORDERFirst Selectman Fortuna called the meeting to order at 3:35 P.m.
II.    PLEDGE OF ALLEGIANCERecited by Ethan Gernhardt
III.   COMMENTS FROM THE PUBLIC
Board of Finance member Tom Stevenson inquired about the state of the Saybrook Manor lease for
Bayside Avenue.  First Selectman Fortuna that there will be no lease and that the Town continues to
work with the Beach Association on solution to the issues involved.
IV.    COMMENTS FROM THE SELECTMAN
First Selectman Fortuna mentioned that he attended the Chamber of Commerce dinner last Thursday
night and was very impressed not only with the event, but with all the great work being done by the
Chamber and its members.  He also mentioned that if any of the Selectmen were interested in hearing
information on the proposed project with CCM to purchase the streetlights and conversion to LED
lighting, one of the vendors involved will be making a presentation to the Board of Finance at their
meeting on Tuesday, December 16.

The Town Meeting for the Police Boat has been tentatively set for Monday, January 26th.  FS
Fortuna mentioned that he received a petition from BOF members John O’Brien, Barry O’Nell
and Tom Stevenson to hold a referendum on this issue.  The First Selectman was concerned
about the precedent that would set given the Town only goes to referendum for annual budget
and for bonding.
V.     APPROVAL OF MINUTES – November 17, 2014
Selectman Giegerich questioned if this was a special meeting and since it was, shouldn’t
the minutes reflect that.

Motion to amend the minutes of the meeting of November 17, 2014 to reflect that it was a special
meeting.

VI.     BUSINESS BEFORE THE BOARD
A. Discussion and action on RPI (Regional Performance Incentive Program) Resolution.
First Selectman Fortuna gave an overview of these projects.  These are grants being applied to by our Council of Governments (COG) and each town in the COG has to endorse the proposal. Selectman Gernhardt questioned what the cost is for the Town.  FS Fortuna replied that any cost to Old Saybrook is covered through our annual dues to the COG and there is no additional cost for our participation. The grants are for GIS flyovers, wetlands identification and increased tourism.

Motion to endorse the resolution for the Lower Connecticut River COG Regional Performance Incentive Program proposals.

B.  Discuss and act on recommendation from the Building Official to record a formal notice to update the Volume 200 List to officially identify properties demolished and reconstructed as year round homes.
FS Fortuna explained that this list does not include existing homes that were renovated to year round homes.  This list is just for those demolished and rebuilt.

Motion to adopt the resolution regarding the issuance of General Obligation Bonds.

C. Discussion and action on property located at 102 Middletown Avenue and year round classification.

Motion to approve the petition to remove 102 Middletown Avenue from seasonal classification.

D.  Discussion and action on property located at 32 Beach Road East and year round classification.

E. Discussion and action on property located at 78 Town Beach Road and year round classification.

Motion to approve the petition to remove 78 Town Beach Road from seasonal classification.

F.  Appointments
1. Historic District Commission.  Re-appointment of regular member Richard Peters for five year term due to expire 12/2019.

2.  Water Pollution Control Authority.  Re-appointment of regular member Jason Becker for three year term due to expire 12/2017.

3.  Water Pollution Control Authority.  Re-appointment of regular member George Gwizd for three year term due to expire 12/2017.

4. Water Pollution Control Authority.  Re-appointment of alternate member Robert J. Senger for two year term due to expire 12/2016.
        
5. Water Pollution Control Authority.  Re-appointment of alternate member Peter L. Stump for two year term due to expire 12/2016.

Motion to approve the above appointments to the Historic District Commission and Water Pollution Control Authority.

VII. COMMENTS FROM THE SELECTMEN
Selectman Gernhardt asked the Finance Director for an update on the accounting system conversion.  Director Carver replied that the grant application to OPM has been submitted and she will be in touch with the consultant to set up a meeting on next steps.
