MEETING OF THE BOARD OF SELECTMEN

MINUTES

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Steve Gernhardt,
Finance Director Lisa Carver, members of the public and press.  
I.     CALL TO ORDERFirst Selectman Fortuna called the meeting to order at 3:30 P.m.

III.   COMMENTS FROM THE PUBLIC
Dick Goduti expressed his concerns about a Public Works employee parking a Town truck at home
during business hours.  He has reported this in an email to the First Selectman.

Tom Stevenson questioned what the process would be for hiring a new Parks and Recreation
Director.  First Selectman Fortuna indicated that the Parks and Recreation Commission as the hiring
authority by town ordinance  would be conducting the process.  They turned down the offer from the
First Selectman to hire a consulting firm to conduct a thorough search.  Mr. Stevenson also asked if
the Employee handbook was completed.  The First Selectman indicated he has been working with
the consultant on it, but it was lengthy and will take several months to complete.
IV.    COMMENTS FROM THE SELECTMAN
First Selectman Fortuna reported on the success of the Prescription Discount Card program through
CCM for town residents.  Since the Town began the program a year ago, he receives monthly
reports.  For the year 2013, cards were used 827 times by 335 individual card holders.

An ad hoc committee is being formed under the auspices of the Conservation Committee regarding
Sea Rise and Climate Adaptation.  Walter Smith, Chair of the Conservation Committee gave a brief
overview of the members and that they will be doing community outreach and gathering data as well
as making policy recommendations to boards.  Sandy Prisloe will be staff for this committee.
V.     APPROVAL OF MINUTES

VI.    BUSINESS BEFORE THE BOARD
A. Discuss and act on recommendation of Public Works Director Larry Bonin for release of
driveway encroachment bond at 32 Willard Avenue.

Motion to release the driveway encroachment bond at 32 Willard Avenue.  
MOTION CARRIED UNANIMOUSLY

B.  Discuss and act on property located at 54 Hartford Avenue and year round classification.
Classifying this as a year round property has been signed off by all appropriate boards and agencies,
including CRAHD and the Building Department.

Motion to approve the year round classification of 54 Hartford Avenue.

C.  Proclamation of National Catholic Schools Week January 26 – February 1, 2014
There will be an event in recognition of National Catholic Schools at St. John’s School.

Motion to proclaim the week of January 26-February 1, 2014 as National Catholic Schools week.

D. Appointments
     1.  Historic District Commission.  Vacancy elevation from alternate to regular member.

Motion to elevate Historic District Commission alternate member Richard Peters to regular member
to fill the unexpired portion of a five year term expiring in 12/2014.
MOTION CARRIED UNANIMOUSLY

    2.  Inland Wetlands Commission.  Vacancy elevation from alternate to regular member.

Motion to elevate Inland Wetlands Commission alternate member Judith Preston to regular member
to fill the unexpired portion of a two year term expiring in 11/2013.
MOTION CARRIED UNANIMOUSLY

    3.  Pension and Employee Benefits Board.  Re-appointment.

Motion to re-appoint Raymond Muratori to the Pension and Employee Benefits Board to a five year
term due to expire 1/2019.

     4. Public Health Nursing Board.  Vacancy elevation from alternate to regular member.

Motion to elevate Public Health Nursing Board alternate member Janet Temple to regular member to
fill the unexpired portion of a three year term expiring in 11/2016.
MOTION CARRIED UNANIMOUSLY

VII. COMMENTS FROM THE SELECTMEN.  
Selectman Giegerich stated that the Town should be hiring the best and the brightest to fill positions.
The Parks and Recreation Commission needs to perform their due diligence in the upcoming process
to hire a Director.   First Selectman Fortuna agreed and said that a search is a huge time commitment
and that a consultant would have helped the volunteer board with that effort.
