SPECIAL MEETING OF THE BOARD OF SELECTMEN

MINUTES

Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Steve Gernhardt,
Town Attorney Michael Cronin, Police Chief Michael Spera, Fire Chief J.T. Dunn, Fire Marshal
Donn Dobson, Finance Director Lisa Carver, members of the public and press.

I.      CALL TO ORDER First Selectman Fortuna called the meeting to order at 3:30 P.M.
II.     PLEDGE OF ALLEGIANCE - Recited
III.   COMMENTS FROM THE PUBLIC –
Dick Goduti repeated his concerns about the operations of the Public Works Department.  Town
trucks and town equipment should not be kept at employee homes.  Public Works is not able to address
every issue in Town themselves.  Mary Hansen echoed Mr. Goduti’s concerns.   She said that the
operations at Public Works are contrary to the First Selectman’s efforts to incorporate ethics into all
facets of town government.
IV. BUSINESS BEFORE THE BOARD
A.  Discuss and act on moving to Town Meeting, for adoption, an amendment to the Code of the
Town of Old Saybrook, Chapter 159, Peddling and Soliciting, §159-4 Section B. Registration Fees.
First Selectman Fortuna stated that this is a quality of life issue.  Currently, Old Saybrook with
a $5 per day fee is much lower than other towns in Connecticut of comparable size (according
to CCM) which means we get a lot of vendors for parades and events. The Police Department
runs a criminal background check on each applicant, so we are not recouping our costs.  By
adding a $25 application fee, then charging fees of $25 per day; $100 for 6 months or $200 per year,
those issues will be addressed.

Motion to refer to  Town Meeting for adoption an amendment to the Code of the Town of
Old Saybrook, Chapter 159, Peddling and Soliciting, §159-4 Section B. Registration Fees.
MOTION CARRIED UNANIMOUSLY
B. Discuss and act on moving to Town Meeting, for adoption, an amendment to the Code of the
Town of Old Saybrook, Chapter 110 Design and Construction Standards, § 110-6 Section B.
Inspection Fees.
First Selectman Fortuna asked Town Attorney Cronin to comment.  Attorney Cronin stated
this is a legal housekeeping issue so that town ordinances are in sync with the regulations
of the Planning Commission.  The Planning Commission is allowed by state statutes to set
fees for regulated public improvements such as road construction. Fees are currently 3% of
the project cost.

C.   Discussion regarding a Fire Department Connection Ordinance.
First Selectman Fortuna asked Fire Chief Dunn to give an overview of this proposed ordinance.
Chief Dunn indicated this ordinance will standardize signage that is required for buildings
with sprinkler system.  This facilities firefighters on the scene of a fire locating the
connection so that hydrants and hoses can be connected and ensure that the sprinkler
system continues in operation.
D. Discuss and act on moving to Town Meeting, for adoption, a Fire Department Connection
Ordinance.

as presented.

E. Discuss and act on Call of Town Meeting, January 22, 2014, 7:00 P.M. to be held at the Old
Saybrook Middle School auditorium.
First Selectman Fortuna stated that the five items on the Town Meeting agenda will be the
appropriation of the demolition of the former police facility at 225 Main Street that the BOS
previously approved; the ordinance amendment for road construction fees; the ordinance
amendment to raise fees for peddling and soliciting; the fire connection ordinance and the
appropriation for the new fire truck.

Motion to adopt the Call of Town Meeting, January 22, 2014, 7:00 P.M. to be held at the Old
Saybrook Middle School auditorium.
MOTION CARRIED UNANIMOUSLY
V. COMMENTS FROM THE SELECTMEN
Selectman Giegerich gave an update on the “Three T” Committee (Turf, Track and Tennis).
The Committee has RFQs out for architects who will be presenting to the Committee
on January 29th.  The Committee will then be forwarding a recommendation to the
Board of Education.
