MINUTES
Present: First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Steve Gernhardt,
Police Chief Michael Spera, Finance Director Lisa Carver, members of the public and press.
- CALL TO ORDER – First Selectman Fortuna called the meeting to order at 3:30 P.m.
- PLEDGE OF ALLEGIANCE – Led by Ethan and Helena Gernhardt
- BUSINESS BEFORE THE BOARD
A. Discussion and motion to authorize resolution that the Board of Selectmen recommend the Town
appropriate $80,000.00 for the demolition of the former police facility at 225 Main Street.
First Selectman Fortuna gave an overview of this project. A structural report for the building
confirms that it is in bad shape. It would cost $2-$3 million to renovate this building to code and the
town has no need for another building.
Downes Construction, the design build firm for the new police facility, put out an RFP for bids for
the demolition and remediation of hazardous materials. Nine bids were received with the lowest bid
coming in at $66,800. In addition to the cost of demolition, $2,260 is required for Mystic Air to
perform mandated follow up testing, $1,000 for materials lab tests, and $4,940 for Downes to
oversee the demolition for a total of $75,000. $5,000 in contingency brings the total proposed
appropriation to $80,000.
This will be paid for partially with the $45,900 premium that was received from the recent $15.676
million bond sale and the remainder coming from funds in the capital non-recurring fund.
If adopted, this will be forwarded to the Board of Finance for their meeting tonight, then back to the
Selectman for a Call to town meeting.

Motion to recommend an appropriation of $80,000.00 for the demolition of the former police facility
and finance the appropriation by using bond premium and monies available in the capital non-recurring fund.
MOTION CARRIED UNANIMOUSLY
B. Appointments
1. Water Pollution Control Authority. Term expiration vacancy. This is a three year term due to
Expire 12/2016.
First Selectman Fortuna stated that there have been recommendations to fill both vacancies and
alternates to the WPCA from both the Republican and Democratic Town Committees. There will be
alternate appointments coming in future meetings. Selectman Giegerich said in reviewing Mr
. Missel’s resume that he will be a great asset to the Board. Selectman Gernhardt stated that this put
on the agenda at the last minute and he wished there was more time for review and discussion.

Motion to appoint Robert Missel to the WPCA to fill the balance of a three year term expiring in 12/2016
MOTION CARRIED 2-1 with Selectman Gernhardt voting nay.
IV. COMMENTS FROM THE SELECTMEN.
First Selectman Fortuna mentioned that there will need to be another special meeting later this week
to adopt the Call for the Town Meeting. Selectman Gernhardt asked if a raffle to be the first to use
the bulldozer on the old police station as a fun way to raise some funds could be looked into.
