MEETING OF THE BOARD OF SELECTMEN
Tuesday, September 24, 2013
7:00 P.M.

MINUTES


Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Steve Gernhardt
(by phone beginning at 7:07 pm), School Superintendent Jan Perruccio, BOE Director of Operations,
Facilities and Finance Julie Pendleton, Finance Director Lisa Carver, members of the public and press.  

I.    CALL TO ORDER – First Selectman Fortuna called the meeting to order at 7:00 p.m.

II.    PLEDGE OF ALLEGIANCE – Led by Boy Scout Troop 51.

III.   COMMENTS FROM PUBLIC
Dick Goduti commented on WPCA Site Manager Mike Evangelisti performing work from
his private company on WWMD sites. Mary Hansen also questioned Mr. Evangelisti’s
accumulated comp time and whether he is using that time to perform private work.

IV.    COMMENTS FROM THE SELECTMEN
First Selectman Fortuna reported that members of Boy Scout Troop 51 were in the audience
tonight as part of the process to earn their “Citizenship and Community” badge which is
needed if they go on to become Eagle Scouts.  

V.     APPROVAL OF MINUTES
Board of Selectmen Regular Meeting September 10, 2013.

Motion to approve minutes of the Board of Selectmen Regular Meeting September 10, 2013.

Board of Selectmen Special Meeting September 17, 2013.

Motion to approve minutes of the Board of Selectmen Special Meeting September 17, 2013.

(At this point Selectman Gernhardt joined the meeting by phone)
VI.    BUSINESS BEFORE THE BOARD

FORTUNA/GIEGERICH
Motion to add to the agenda a resolution for a special Town Meeting on October 2, 2013 and
Referendum on October 10, 2013.
MOTION CARRIED UNANIMOUSLY

First Selectman Fortuna indicated that the resolution also authorized the usage of explanatory
text on the referendum questions.

Motion to adopt a resolution for a special Town Meeting on October 2, 2013 and
Referendum on October 10, 2013.

A.    Discuss and act on Call for Town Meeting Wednesday October 2, 2013

Motion to adopt the Call for Town Meeting on Wednesday October 2, 2013.
MOTION CARRIED UNANIMOUSLY
B.    Public Information Hearing:  Town and School Projects.
Representatives from Downes Construction, design build firm for the police station project,
gave a brief summary of the project and project costs.  Supt. Perruccio and Mrs. Pendleton
gave a summary on the school projects.  Questions from the members of the public on all the
projects were answered.

First Selectman Fortuna mentioned that the 10 year Treasury rate was down again today
which means this is an ideal time to take on a project and bond authorization while rates are
at historic lows.

VII.   COMMENTS FROM THE SELECTMEN:  Selectman Giegerich commented that this
was the right time for the right projects that will improve the quality of life in Old Saybrook.  He
urged people to attend the Town Meeting on October 2nd and voice their opinion.
