Present: First Selectman Carl Fortuna Jr., Selectman Scott Giegerich, Selectman Steven Gernhardt,
Finance Director Lisa Carver, Harbor Management Commission members Ray Collins and Dick Goduti
and members of the public.

CALL TO ORDER – First Selectman Fortuna called the meeting to order at 3:32 P.m.

PLEDGE OF ALLEGIANCE – First Selectman Fortuna led those in attendance.

APPROVAL OF MINUTES Board of Selectmen Meeting June 11, 2013.

IV.
BUSINESS BEFORE THE BOARD
A.      Discuss and act on waiving the Town’s bid ordinances for work on the Town Dock project.

Motion to waive bid ordinance Section 5-3 for the additional work on the Town Dock project.  

Harbor Management Commission Chair Ray Collins gave an update on the status of the Town Dock project. Phase I which consists of putting steel and wood around the existing concrete is being performed by Old Colony Construction.  Phase I work did run into some obstacles, such as logs and other debris that had to be cut away from the concrete, but is slated to be completed on July 7th.  Phase II will be the floating fingers and ramps – of the eight current docks, three may be salvageable. Commission members Dick Goduti and Dave Cole formed a subcommittee to research available contractors to perform this phase of work. The Commission would spend up to $100,000 from their off-budget account, which is funded by mooring fees.

The current proposal from Sullivan Flotation Systems for the equipment ($53,472) and Connecticut River Dock & Dredge for the installation ($17,200) would total $71,472 (including $800 for necessary work on the Between the Bridges side).  As this is below what the Commission had anticipated spending and there are very few contractors who perform this work, the Commission is asking the Selectmen for the bid waiver in order to expedite the work so that the docks can be used for some portion of the commercial fishing season this year.

Questions from the Selectmen included:  What is being done about the millings?  Response was that Larry Bonin, Director of Public Works, had been contacted and will work on that.  Will the fingers be removed in winter?  Not planning on it as there is some protection on ice.  They can be removed if deemed necessary. Possibility of expanding the number of moorings?  Dick Goduti replied that zoning requires ¾ of a parking space for each mooring, so the number of moorings is limited by the number of available parking spaces.

First Selectman Fortuna reviewed the criteria of Bid Ordinance 5.3 which allows for bid waivers with a unanimous vote of the Board of Selectman if it is in the best interest of the Town.

B.  Discuss and act on garbage/recycling bid results.

     Motion to award the bid for garbage and recycling pick up to All Waste Inc.

  First Selectman Fortuna reported that two bids had been received:  All Waste, the current
  vendor at $17,400 and Sweitzer Waste Removal for $44,900.

C. APPOINTMENTS
    Public Health Nursing Board representative on Youth and Family Services Commission.

First Selectman Fortuna reported that this is not a new appointment, but there is a requirement that a member of the Public Health Nursing Board (PHNB) serve on Youth and Family Services Commission.  The PHNB has recommended Janet Temple to serve in that capacity.

Motion to appoint Janet Temple as the Public Health Nursing Board’s representative on the Youth and Family Services Commission.
