ROUTE 1 TASK FORCE ADHOC COMMITTEE
MEETING MINUTES
Tuesday, Dec-18, 2012 at 5:30 p.m.

  • Meeting was called to order by D.Shearer at 5:40pm.
  • All members present with exception of K.Constable. Kathy Connolly also in attendance.
        REGULAR BUSINESS

        Motion to approve November 27 meeting minutes made by T. Downes and seconded by B. D’Agostino.

        T.Lyons provided update regards transportation aspect of Rte 1 : emphasis to be placed on bus stops, bus shelter, area around train station, bike access and commuter bus. Mention was made to DOT feasibility study as reference. T.Lyons introduced K. Connolly who spoke on bikeways in Old Saybrook.

        K.Connolly spoke of her involvement in a bikeway committee between 2007 – 2011 in which they identified the most stressful areas in OS regards bike use and mapped possible routes. Mention was made regards getting the Legal Traffic Authority involved in Rte 1 plan and also having a public safety meeting (police, fire and ambulance) to discuss and obtain feedback as to Rte 1 E. E.Baker mentioned obtaining further public input and getting the OSHS involved in the Rte 1 E contest. Roundabout at Pat’s Kitchen intersection was discussed and possibility for grant money via CMAC. Recent roundabout in Salem used as an example of similar intersection w/ reduction in accidents. K.Connolly mentioned that she had made a past car count which approximated 25K trips a day at the intersection of Pat’s Kitchen. Bikeways and sidewalks at the bridge at Saybrook Junction was also discussed. The ‘pinch point’ of the bridge is at the beginning of the bridge as you head towards Essex. If the sidewalk were ground down to level, there is room for 4’ on both sides, with lanes at 11’, which satisfies regulations which state <45 mph = 11’ lane and >45mph = 12’ lane. Typical bikepath <35 mph = 4’ (>45mph = 5’). The widest point of a fire truck = 10.5’. In warmer climates, up to 35 bikes in 1 hr have been counted coming from Ferry Point over the bridge into town. The 2006 sidewalk plan includes crosswalks that have been approved but not yet incorporated – Rte 1 E should review and incorporate this information where applicable.

                Rte 1  Task force updates: J.Keating provided his update specific to economic review of Rte 1 E. Proposals
                       submitted by Bartram & Cochran verses John Mullin were reviewed and discussed. Motion to have Bartram &
                      Cochran assist with an Economic Development Plan for Rte 1 E was made by J.Keating and seconded by
                       B.DAgostino. B. D’Agostino described Greenwich, CT ‘Putnam Ave’ which incorporates both commercial
                       as well as combined      commercial residential and how this offered a nice appearance.


                Action Items: D.Shearer will follow up with C.Fortuna specific to Legal Traffic Authority and a public safety meeting. T.Downes to follow up with DOT regards rotary at intersection of Pat’s Kitchen. Rte 1 Task force to continue working on their respective projects and share with entire team at next meeting.
