                                        MEETING OF THE BOARD OF SELECTMEN

Present:  First Selectman Carl P. Fortuna Jr., Selectman Steve Gernhardt, Selectman Scott Giegerich (via phone),
members of the public and press.  
  •       CALL TO ORDERFirst Selectman Fortuna called the meeting to order at 3:30 P.M.
  •  I    PLEDGE OF ALLEGIANCE Recited
  • II     COMMENTS FROM THE PUBLIC Carol Manning read Ethics Commission Advisory Opinion regarding
  •   Grant Westerson and his role as Board of Finance member and a paid per diem employee.  Ms. Manning questioned
  •   the timeframe for Mr. Westerson’s resignation from either position prior to budget negotiations.  First Selectman
  •   Fortuna said he can seek an opinion from Town Attorney Cronin on timeframe for his resignation.
Mary Hanson expressed her concern with Grant Westerson volunteering with the Police Department and
representation of Police interests on the Board of Finance.  Ms. Hanson requested First Selectman Fortuna
recommend Grant Westerson’s resignation from the Board of Finance.
Ms. Manning expressed her concern with employee Mike Evangelisti receiving permission to take woodchips
from the Town to create a large berm on his property.  First Selectman Fortuna stated the woodchips were disposed
of during the town’s “state of emergency” after Storm Sandy and hauling of these chips off site was cleared with
Town foreman and Chief Spera with consent from the First Selectman.  As well, the Zoning Enforcement Officer
went to the Zoning Board to seek an opinion.  Mulch is clean brush chipped.  Fire Marshal Donn Dobson gave
a verbal opinion that the mulch looked very clean.  The mulch is very loosely piled on his property and with that
lack of compaction, type of mulch, does not see the material as being a problem.
  •  V    COMMENTS FROM THE SELECTMEN  Assistant Tax Assessor Rick Pine forwarded a letter of appreciation
  •  for outstanding work by Sgt. Gardner with the computer system in their office.  A letter was received in the Selectman’s
  •  Office from Great Hammock Beach Association President Rick Tanasi for the outstanding efforts during and after
  •   Storm Sandy from Police Chief Spera, Fire Chief J.T. Dunn, Public Works Director Larry Bonin and First Selectman.
  •      APPROVAL OF MINUTES Special Board of Selectmen Meeting December 11, 2012.

B.   Discuss and act on release of Encroachment Bond held on 21 Briarwood as recommended by Public Works Director.

First Selectman Fortuna stated Public Works Director out ill yesterday and today and inspection postponed.

C.  Discuss nickel deposits at Transfer Station; OSHS Pole Vault Pit Fund; OSHS Dance Team.

Motion to approve the Old Saybrook High School Dance Team to collect the nickel deposits from the Transfer
Station for the month of January thru February 15th.
MOTION CARRIED UNANIMOUSLY

D.  Appointments
1.  Ethics Commission.  Vacancy appointment.  This is a 4 year term due to expire 09/2016.
First Selectman Fortuna will interview to consider candidate Grace Bates and candidate M. J. Lewandowski.
