Board of Selectmen Minutes 12/11/2012
Present:  First Selectman Carl P. Fortuna Jr., Selectman Scott Giegerich, Selectman Steve Gernhardt,
Finance Director Lisa Carver, members of the public and press.  
CALL TO ORDERFirst Selectman Fortuna called the meeting to order at 3:30 P.M.
PLEDGE OF ALLEGIANCERecited.
COMMENTS FROM THE PUBLIC-  Resident Mary Hansen commented in regards to Water
Pollution Control Authority employee Mike Evangelisti’s accumulated compensatory time and
use thereof.  
Resident Judy Chace complimented the Town on their speedy response to placing back up downed
road signs in Knollwood Beach.
Resident Tom Stevenson requested a debriefing of the Fire Department, Police Department and Selectman’s
Office to recap the handling of Storm Sandy and that it be videotaped and archived at the Historical Society.
 First Selectman Fortuna commented that it is his intent to hold a Town Meeting in January with a community
forum prior to Town Meeting to gather and record Hurricane Sandy preparation and post storm debriefing.
Mary Hansen commented on a follow up to Board of Finance member Grant Westerson working for the Town.
  First Selectman Fortuna noted that Grant Westerson has requested to go before the Ethics Commission.  
COMMENTS FROM THE SELECTMAN-  First Selectman Fortuna commented that a bronze bust of
Katharine Hepburn is on display in the Town Clerk’s Office.  The bust was sculpted by Kara Knobelsdorff,
purchased by Town resident Nila Plocha and now donated to the Town.  The bust will remain in the Town
Clerk’s office.
First Selectman stated he received a thank you note from Pat Peterson complimentary to Town workers and the
cleanup efforts after Storm Sandy.

First Selectman Fortuna noted the meetings will be held on the second and fourth Tuesdays of each month.
 The first meeting of the month at 3:30 P.M. and the second meeting of the month at 7:00 P.M.

Grant Program.

Discuss and act on Memorandum of Agreement regarding use of Federal Fiscal Year 2011 State
Homeland Security Grant funding and custodial ownership of regional assets in DEMHS Region 2.

Selectman Giegerich noted that the MOA is a formality just in case we need to participate and this will
make the funding available.

1.     Lower Connecticut River Valley Council of Governments (LCRVCOG).  Reaffirm Old Saybrook
representative Karen Marcolini and Cathryn Flanagan to the newly formed Council of Government.  
These are 2 year terms due to expire 11/2013.

COMMENTS FROM THE SELECTMENSelectman Giegerich noted the near completion of the
field at the Ferry Road Affordable Housing with sod and irrigation at a cost of approximately $40,000.
 The field will be utilized by the U12 youth, the largest population of active participants and when not
being used by the Town it will provide a great backyard for the people in the HOPE Partnership.
First Selectman Fortuna noted that he has obtained millings, at no expense, from the I-95 paving project
which will create a parking lot at that site.
