MINUTES
Present: First Selectman Carl Fortuna, Selectman Steven Gernhardt, Selectman Scott Giegerich, Public Works Director Larry Bonin, Grant Writer Larry Wagner and members of the public.


I.
CALL TO ORDER – First Selectman Fortuna called the meeting to order at 7:00 p.m.
II.
PLEDGE OF ALLEGIANCE – First Selectman Fortuna led those in attendance
III.
COMMENTS FROM THE PUBLIC - None were made.
IV.
COMMENTS FROM THE SELECTMAN:  Purchase Orders
First Selectman Fortuna stated that the town is implementing a purchase order system.
V.
APPROVAL OF MINUTES Board of Selectmen Meeting May 8, 2012.
GIEGERICH/GERNHARDT
Motion to approve the minutes of the Board of Selectmen on May 8, 2012 with the following correction:
Letter from Riverside Cemetery Association stated that the Chmielewski estate had sold land that abuts the senior housing to senior housing, not Riverside Cemetery as reported in the minutes of May 8, 2012. Also, that Riverside may ask for reimbursement from the town for the fence repairs.

VI.
BUSINESS BEFORE THE BOARD
     A.  PUBLIC HEARING:  Discuss the Town of Old Saybrook’s Fiscal Year 2012
            Community Development Block Grant Program Application.
First Selectman Fortuna opened the Public Hearing at 7:03 p.m., see attached minutes.
     B.  Close Public Hearing
First Selectman Fortuna closed the Public Hearing at 7:12 p.m.
     C.  Discuss and authorize First Selectman Carl P. Fortuna to sign Certified Resolution to  make an application to the State of Connecticut Department of Economic and Community Development for $500,000 to carryout a Small Cities Community Development Program and execute an Assistance Agreement.

Motion to authorize First Selectman Carl Fortuna to sign Certified Resolution and related documents.

     D.  Discuss and act on proposed Application For Encroachment Permit for a driveway apron at 16 Ledge Road.
Roger Sullivan from Sullivan Paving reviewed the project and property.

     E.  Discuss and act on removing property located at 110 Sea Lane from seasonal
            classification recorded in Volume 200.

 F.  Discuss and act on recommendation of the Public Health Nursing Board for the Town of Old Saybrook to enter into a Provider Service Agreement with the Visiting Nurse Association of Southeastern Connecticut.

Motion to accept recommendation of the Public Health Nursing Board and authorize First Selectman Carl Fortuna to sign agreement.

G.  Appointments
     1.  Economic Development Commission.  Re-appointment; Elizabeth Swenson.  This is a 5-year term due to expire 06/2017.

Motion to re-appoint Elizabeth Swenson as a regular member of the Economic Development Commission. This is a 5-year term due to expire 06/2017.

     2. Housing Code Appeals Board.  Re-appointment; Robert Wendler.  This is a 5-year term due to expire 06/2017.

     3.  Shellfish Commission.  Re-appointment; Larry Bonin, Earl Endrich, Howard Clark.  These are 2-year terms due to expire 06/2014.
