MINUTES

Present: First Selectman Carl Fortuna, Selectman Scott Giegerich, Selectman Steven Gernhardt, Town Treasurer Bob Fish, Police Chief Michael Spera, Board of Finance member Barry O’Nell, Zoning Commission members Madge Fish, Public Works Director Larry Bonin, Youth and Family Director Heather O’Neil, Social Services Director Sue Consoli, Town Planner Christine Nelson, members of the public and press.

CALL TO ORDER – First Selectman Fortuna called the meeting to order at 7:00 p.m.

PLEDGE OF ALLEGIANCE – First Selectman Fortuna led those in attendance

COMMENTS FROM THE PUBLIC – Comments were taken

COMMENTS FROM THE SELECTMAN
First Selectmen Fortuna stated that a letter had been received from the Ethics Commission and from Harbor Management Commission member Richard Goduti concerning the commission clerk. Since the clerk has resigned there is no need for any action.

APPROVAL OF MINUTES Board of Selectmen Meeting January 10, 2012.

Motion to approve the minutes of the Board of Selectmen Meeting of January 10, 2012 as presented.

VI.
BUSINESS BEFORE THE BOARD
A.      Conservation Commission presentation of sustainablesaybrook.org.
Bob Fish and Bruce Sherwin from the Conservation Commission made a presentation concerning Sustainable Saybrook. They are working with members of the community and organization. They demonstrated a website that they have developed.
B.  Discuss and act on Agreement between the Town of Old Saybrook and CCM Energy to participate in an Energy Purchasing Program.

Motion to authorize First Selectman Fortuna to sign agreement between the Town of Old Saybrook and CCM Energy to participate in an Energy Purchasing Program.
MOTION CARRIED UNANIMOUSLY
First Selectman Fortuna stated that Donn Dobson will coordinate an energy inventory of all town buildings.
C.  Discuss Town of Old Saybrook intention to apply to the Department of Energy Services and Public Protection Hazard Mitigation Grant Program (HMGP).

Motion to authorize First Selectman Fortuna to apply to the Department of Energy Services and Public Protection Hazard Mitigation Grant Program (HMGP).

 D.  Appointments
        1.   Inland Wetland Commission.  Alternate vacancy appointment. This is a 2-year
          appointment with a remaining term due to expire 11/2013.

Motion to appoint Janice Holland as an Alternate to the Inland Wetland Commission. This is a 2-year appointment with a remaining term due to expire 11/2013.

2.   Oversight Committee/Law Enforcement Fund.  Vacancy appointment.  Board of
     Selectman representative.  This is a 3-year appointment with a remaining term
      that will expire 5/13/2013.

Motion to appoint Selectman Steve Gernhardt to the Oversight Committee/Law Enforcement Fund. This is a 3-year appointment with a remaining term that will expire 5/13/2013.
MOTION CARRIED UNANIMOUSLY
3.  Water Pollution Control Authority (WPCA).  Alternate vacancy appointment.
      This is a 2-year appointment with a remaining term that will expire 12/2012.

4.  Zoning Commission.  Alternate vacancy appointment.  This is a 2-year appointment with a remaining term due to expire 11/2013.

Motion to appoint Elizabeth Steffen as an Alternate to the Zoning Commission. This is a 2-year appointment with a remaining term due to expire 11/2013.

E.  Discuss nickel deposits at the Transfer Station.
Public Works Director Larry Bonin reviewed the process that various organizations i.e. the Boy Scouts, Team Avery etc., have been allowed to redeem the bottles and cans that are left at the Transfer Station. He further stated that there are 11 high school students who have been accepted in an educational biodiversity research study in Honduras. They are asking to redeem the bottles and cans for one month to help defray the cost of the trip.

Motion to authorize Operation Wallacea to redeem the bottles and cans from the Transfer Station for one month.
