SPECIAL MEETING OF THE BOARD OF SELECTMEN

Monday, December 12, 2011

MINUTES

Present: First Selectman Carl Fortuna, Selectman Scott Giegerich, Selectman Steven Gernhardt, Town Treasurer Bob Fish, Board of Finance members John O’Brien, Barry O’Nell, and Tom Stevenson, CRERPA Director Linda Krause, members of the press and public.

I.	CALL TO ORDER – First Selectman Fortuna called the meeting to order at 7:00 p.m.
II.	PLEDGE OF ALLEGIANCE – First Selectman Fortuna led those in attendance
III.	COMMENTS FROM THE SELECTMEN First Selectman Fortuna stated he has been called to several fires; fortunately there have not been any injuries, very impressed with our emergency services. He further complimented Bill Reid on the Torch Light Parade, it was fun. He stated that he had received an invoice from an attorney that had been engaged by the previous administration. The invoice is for the month of October and it totals over $17,000. This puts the Legal budget in the red. He said he wishes to contain costs.
IV.	APPROVAL OF MINUTES Board of Selectmen Meeting of November 22, 2011. FORTUNA/GIEGERICH Motion to approve the minutes of the special Board of Selectmen Meeting of November 22, 2011 as presented. MOTION CARRIED UNANIMOUSLY
V.	BUSINESS BEFORE THE BOARD A. Discuss and act on Regional Planning Incentive Program Resolution. First Selectman Fortuna invited Linda Krause, Executive Director of CRERPA to address the board. Linda gave a brief overview of the agency and the proposed merger with the Mid-State agency. She then reviewed the proposed grant. This is to participate in a proposed Lower Connecticut River GIS program and an Economic Data Center and Economic Development Study. The grant application is due by December 31, 2011. CRERPA is doing the application. The municipal resolutions are due by February 15, 2012. GIEGERICH/ GERNHARDT Motion to approve the Regional Planning Incentive Program Resolution. MOTION CARRIED UNANIMOUSLY B. Discuss and act on removing property located at 17 Uncas Road from seasonal classification recorded in Volume 200. Roland W. Laine, Executive Assistant reviewed the process that has been setup and this property meets all the criteria. FORTUNA/ GERNHARDT Motion to approve the removal of the property located at 17 Uncas Road from seasonal classification recorded in Volume 200. MOTION CARRIED UNANIMOUSLY C. Discuss and act on removing property located at 14 Toms Road from seasonal classification recorded in Volume 200. FORTUNA/GERNHARDT Motion to approve the removal of the property located at 14 Toms Road from seasonal classification recorded in Volume 200. MOTION CARRIED UNANIMOUSLY D. Discuss and act on First Selectman Carl Fortuna signing amended agreement between the Town of Old Saybrook and the Railroad Museum of New England, Inc. Roland W. Laine, Executive Assistant reviewed the history of the original agreement. FORTUNA/GERNHARDT Motion to authorize First Selectman Carl Fortuna to sign the amended agreement between the Town of Old Saybrook and the Railroad Museum of New England, Inc. MOTION CARRIED UNANIMOUSLY E. Appointments 1. Conservation Commission. Vacancy appointment. This is a 2-year term due to expire 11/2012 FORTUNA/GIEGERICH Motion to appoint Walter K. Smith to the Conservation Commission. This is a 2-year term due to expire 11/2012 MOTION CARRIED UNANIMOUSLY 2. Health District Board of Directors. Vacancy appointment. GIEGERICH/ GERNHARDT Motion to appoint Carl Fortuna to the Health District Board of Directors. MOTION CARRIED Carl Fortuna abstained. 3. Economic Development Commission. Vacancy appointment. This is a 2 year term due to expire 12/2013. FORTUNA/GERNHARDT Motion to appoint Lauren Ashe to the Economic Development Commission. This is a 2 year term due to expire 12/2013. MOTION CARRIED UNANIMOUSLY 4. Pension Board. Re-appointment Suzanne Taylor. This is a 5 year term due to expire 01/2017. FORTUNA/GIEGERICH Motion to Re-appoint Suzanne Taylor to the Pension Board. This is a 5 year term due to expire 01/2017. MOTION CARRIED UNANIMOUSLY 5. Historic District Commission. Re-appointment Regular member Diane Aldi-DePaola. This is 5-year term due to expire 12/2016. Re-appointment alternate member Eugene Creighton. This is a 5 year term due to expire 12/2016. FORTUNA/GIEGERICH Motion to re-appointment Regular member Diane Aldi-DePaola. This is 5-year term due to expire 12/2016. MOTION CARRIED UNANIMOUSLY FORTUNA/GERNHARDT Motion to re-appointment alternate member Eugene Creighton. This is a 5 year term due to expire 12/2016. MOTION CARRIED UNANIMOUSLY 6. Parks & Recreation Commission. Vacancy appointment. This is a 4 year term due to expire 11/2013. GIEGERICH/FORTUNA Motion to table to a future meeting MOTION CARRIED UNANIMOUSLY 7. Cable TV Advisory Council. Re-appointment Kingman Snow. This is a 2 year term due to expire 7/2013. FORTUNA/GERNHARDT Motion to re-appointment Kingman Snow. This is a 2 year term due to expire 7/2013. MOTION CARRIED UNANIMOUSLY 8. Municipal Cemetery Commission. Re-appointment Dana Cosgrove. This is a 6 year term due to expire 7/2017. FORTUNA/GIEGERICH Motion to re-appointment Dana Cosgrove. This is a 6 year term due to expire 7/2017. MOTION CARRIED UNANIMOUSLY
