MINUTES

Present: First Selectman Carl Fortuna, Selectman Scott Giegerich, Selectman Steven Gernhardt, Town Treasurer Bob Fish, Board of Finance members John O’Brien, Barry O’Nell, and Tom Stevenson, CRERPA Director Linda Krause, members of the press and public.


I.
CALL TO ORDER – First Selectman Fortuna called the meeting to order at 7:00 p.m.

PLEDGE OF ALLEGIANCE – First Selectman Fortuna led those in attendance
III.
COMMENTS FROM THE SELECTMEN
First Selectman Fortuna stated he has been called to several fires; fortunately there have not been any injuries, very impressed with our emergency services.
He further complimented Bill Reid on the Torch Light Parade, it was fun.
He stated that he had received an invoice from an attorney that had been engaged by the previous administration. The invoice is for the month of October and it totals over $17,000. This puts the Legal budget in the red. He said he wishes to contain costs.

APPROVAL OF MINUTES Board of Selectmen Meeting of November 22, 2011.

V.
BUSINESS BEFORE THE BOARD
A.      Discuss and act on Regional Planning Incentive Program Resolution.
First Selectman Fortuna invited Linda Krause, Executive Director of CRERPA to address the board. Linda gave a brief overview of the agency and the proposed merger with the Mid-State agency. She then reviewed the proposed grant. This is to participate in a proposed Lower Connecticut River GIS program and an Economic Data Center and Economic Development Study. The grant application is due by December 31, 2011. CRERPA is doing the application. The municipal resolutions are due by February 15, 2012.

B.  Discuss and act on removing property located at 17 Uncas Road from seasonal classification recorded in Volume 200.
Roland W. Laine, Executive Assistant reviewed the process that has been setup and this property meets all the criteria.

C.  Discuss and act on removing property located at 14 Toms Road from seasonal classification recorded in Volume 200.

D.  Discuss and act on First Selectman Carl Fortuna signing amended agreement between the Town of Old Saybrook and the Railroad Museum of New England, Inc.
Roland W. Laine, Executive Assistant reviewed the history of the original agreement.

E.      Appointments
1.  Conservation Commission.  Vacancy appointment.  This is a 2-year term due to expire 11/2012

2.  Health District Board of Directors.  Vacancy appointment.

Motion to appoint Carl Fortuna to the Health District Board of Directors.
MOTION CARRIED Carl Fortuna abstained.
3.  Economic Development Commission.  Vacancy appointment.  This is a 2 year term due to expire 12/2013.

Motion to appoint Lauren Ashe to the Economic Development Commission. This is a 2 year term due to expire 12/2013.

4.  Pension Board. Re-appointment Suzanne Taylor.  This is a 5 year term due to expire 01/2017.

5.  Historic District Commission.   Re-appointment Regular member Diane Aldi-DePaola.  This is 5-year term due to expire 12/2016.  Re-appointment alternate member Eugene Creighton.  This is a 5 year term due to expire 12/2016.
