MINUTES

Present: First Selectman Michael Pace, Selectman William Peace, Selectman Carol Manning, Public Works Director Larry Bonin, Fire Marshal Donn Dobson, Town Clerk Sarah Becker, Ambulance Association Vice-President Charles Norz, Architect Rick Staub, members of the public and press.

CALL TO ORDER – First Selectman Pace called the meeting to order at 10:00 a.m.

PLEDGE OF ALLEGIANCE – First Selectman Pace led those in attendance

COMMENTS FROM THE PUBLIC – None were made

COMMENTS FROM THE SELECTMAN
First Selectman Pace stated that the town and Board of Education have locked in on fuel pricing as of September 20, 2011 at around $3.25. It varies by product.

Motion to add to the agenda “Additional three properties to be removed from the “200 List”

Motion to accept recommendation of staff to remove 41 Town Beach Road, 1 Shetucket Road and 10A Walker Avenue Extension from the “200 list” of seasonal houses.

VI.
BUSINESS BEFORE THE BOARD
A.      Presentation by the Ambulance Association to discuss and act on Town assistance and property improvements.
Charles Norz Vice-President of the Ambulance Association and Architect Rick Staub reviewed the progress of their expansion. They are asking if the town can offer any assistance through Public Works on the project. Site work, water lines, septic, fire sprinkler waterline and concrete work. Public Works Director Larry Bonin stated that he felt that Public Works can fit this into their schedule. Since the Ambulance Association building sits on Town owned land, this is not setting any precedent of assisting private property owners.

Motion to approve letter of understanding with the Ambulance Association.

B.  Discuss and act on memorandum of understanding between the Town of Old Saybrook and the Borough of Fenwick.
First Selectman Pace and Borough of Fenwick Warden Ethel Davis reviewed the MOU.

Motion to approve the memorandum of understanding between the Town of Old Saybrook and the Borough of Fenwick and authorize First Selectman Pace to sign.

C.   Discuss and act on recommendation by Public Works Director to release encroachment bond held on cell tower property located across from 9 Barley Hill Road.
Public Works Director Larry Bonin stated that work has been completed and the bond should be released.

 D.  Appointments
      1.  Public Health Nursing Board. Vacancy.  Elevation of alternate member Janet Hodge    Burke to regular member.  This is a 3-year term due to expire 11/2012.

Motion to elevate alternate member Janet Hodge-Burke to regular member. This is a 3-year term due to expire 11/2012.

      2.  Public Health Nursing Board.  Vacancy.  Alternate position.  This is a 3-year term due to expire 04/2012.

Motion to appoint Dr. Elizabeth Owen as an alternate member. This is a 3-year term due to expire 4/2012.
MOTION CARRIED UNANAMOUSLY
      3.  Pension and Benefits Board.  Vacancy.  Regular member appointment.  This is a 5-year term due to expire 01/2014.
PEACE/MANNING
Motion to appoint Raymond Muratori as member of the Pension and Benefits Board. This is a 5-year term due to expire 1/2014.
