SPECIAL MEETING Monday, October 17, 2011

1.      Call to order
        Chairman Dan Moran called the special meeting of the Police Building Committee to       order at 5:30 p.m.

3.      Report Review with the Lawrence Associates

        Richard Lawrence introduced Kenneth Anderson. They walked through the building for      an hour and they were able to review the original drawings for the construction of the  building as the preliminary step in the process.  

        Mr. Anderson described a 1974 built concrete/masonry building with minimal pitch to     the roof drains.  He reported that the building is in fairly good condition (not including      the mold etc from the flooding). If used as built, (after cleaning the flood conditions),       the building would last another 40 years. In this case if a second floor was added it   would change the wind characteristics and the mass of the building (heavier, lateral    pressure,  seismic issues, etc). In adding a second floor short falls show up   
        immediately. For example the second floor would necessitate building separate
        individual interior footings,  shoring up the walls with new steel and masonry  
        improvements, and reinforcing columns would need to be added.  If you look at how       much has to be done rebuilding the current      structure it would be more expensive than       building new. It is under reinforced to handle additional loads. Reinforcement would be         costly. The walls would         need to be reinforced with steel (lateral and vertical). A rough        estimate is this work would add 10-15% to the construction costs and an increased       contingency budget

        In response to a question by Bill Peace KenAnderson replied that an addition added to   the existing building would be structurally independent. If a new roof with pitch was   added to the existing building you adding more than 5% which would trigger additional   code and more importantly structural requirements.

        Rick Lawrence began the architectural piece of the report. The original building just   doesn’t function. He believes using this building would be wasting energy.

        Dan Moran asked if there were any comments that need to be added to the draft   
        report.
        
        Rick Lawrence stated that they will make a note that rebuilding the existing building   would not be the best financial choice. (There is no way to really incorporate dollars  because the new floor plan has not been developed.)

        Ray Giolitto asked if a paragraph could be included about adding an addition and the    necessary work the older building would still need.

        Rick Lawrence suggested adding a paragraph referencing the Jacobsen report and  Welti   reports noting the site conditions.

Motion- Dan Moran moved that the Committee accept the draft Lawrence Associates report with the proposed modifications and acknowledges that the most efficient and fiscally responsible direction for the Town is new construction rather than modification of the existing building David Wight seconded
6-0-0 motion passed unanimously

4.      Report Review provided by Raymond Giolitto
        Geoffrey Jacobsen Report
        A soil boring report by Clarence Welti & Associates

        Ray Giolitto reviewed the Jacobsen report.  The existing drawings do not indicate       whether any drainage was added. The sump pump has a small pipe. The report is   inconclusive as to the cause of the flooding. If you look at Jacobsen’s report in
        conjunction with the Welti report (item 2.1 in the Welti report) that there were many   contributing factors to the flooding. The assumption is that the drain at the bottom of         the exterior stairs leads directly into a dry well on the site.  When it reaches capacity,      it is   believed it backs up and floods into the basement under the exterior door       
        leading from the stairwell.  When the inverts drain during a huge surge, the ground     water level     increases making it difficult for the sump pump(s) to eliminate sufficient      water to keep the basement dry. There is no indication that the basement has or was     ever waterproofed. There are numerous variables in this building that could have made   that basement flood.  Ray Giolitto does not really believe it is worth spending more    money to try and        determine the exact cause of the flooding, when there are so many       variables.

        Ray Giolitto believes the next issue is does a new building have a basement.    
        Referencing Welti’s report, he believes the town would need to waterproof the
        basement; and to        have 15-22 inch slab. Ray asks the question ; what is the cost  involved and what type of space are you getting?   

        A special meeting will be scheduled for next Monday the 24th if the Lawrence    
        Associates      final report is complete. The intent of the building is a quick final review of         that report     and the drafting of a report to the First Selectman which is due by the         end of October.
