SPECIAL MEETING OF THE BOARD OF SELECTMEN

Thursday, September 22, 2011

10:00 A.M.

Second Floor Conference Room, Town Hall

MINUTES

Present: Selectman William Peace, Selectman Carol Manning, Labor Counsel Lisa Lazarek, Executive Assistant Roland Laine, Public Works Director Larry Bonin, AFSCME 1303-278 Local President Ray Allen, AFSCME Staff Representative Todd Webb, Public Works Employee Wayne Wysocki and resident Frank Beth.

I.	CALL TO ORDER – First Selectman Pace called the meeting to order at 10:05 a.m.
II.	COMMENTS FROM THE PUBLIC – None Present
III.	COMMENTS FROM THE SELECTMEN Selectman Peace stated that he had testified at a DOT hearing concerning Shoreline East Rail service.
IV.	BUSINESS BEFORE THE BOARD A. Enter in Executive Session to discuss personnel matters; Loudermill Hearing for Wayne Wysocki. PEACE/MANNING Motion to enter Executive Session at 10:07 a.m. Session to include all parties present. MOTION CARRIED UNANIMOUSLY. Mr. Frank Beth was excused at 10:15 a.m. At 10:55 a.m. the Board took a 15 minute recess to wait for additional witnesses. Public Works employee Frank Constantine was invited into the Executive Session at 11:10 a.m. he was excused at 11:25 a.m. Public Works employee Erin McNamara was invited into the Executive Session at 11:28 a.m. he was excused at 11:45 a.m. Wayne Wysocki, Ray Allen and Todd Webb were excused at 11:50 a.m. The board returned to open session at 12:00 p.m. B. Discuss and act on recommendation of town attorneys. MANNING/PEACE Motion to authorize counsel to draft letter regarding the Boards Concerns. MOTION CARRIED UNANIMOUSLY.
