June 20, 2011
The Building Committee started the evening with a site walk around the former police facility building.
1. Call to Order

3. Discuss action based on revised floor plan and proposed construction budget
Architect Ray Giolitto and Dan Moran met with Chief Spera for five hours and
did a needs study. After the meeting and in keeping with the charge of the
Committee, Architect Giolitto distributed an updated plan which would cost
approximately $ 7,550,000. This plan reduces the total square footage 1400 s.f.
from the last proposal. Ray reviewed the changes with the Committee.
There was discussion.
Chief Spear asked if the Committee wanted to take a look at other police stations.
Tom Ziemienieski and Charles Robertson then expressed interest in seeing other police stations. Others members of the Committee concurred that seeing other
police stations such as the newly completed Montville station would be helpful.
Ray Giolitto explained to the Committee that there are not specific numbers for
the amount of space or numbers of rooms such as interview rooms but instead
there is “guidance” based on the operations of a specific police force. The
operations would be defined in operating document prepared by the Chief and
submitted to the state.
Chief Spera will provide a list of local accredited police stations to the
Committee. There is a state accreditation.
There was more discussion.
Ms. Burnham stated that she does not feel that the Police Commission has an opinion at this time
because they have not seen the plans.
Ray Giolitto stated that the property is a tough site based on the shape of the lot for its intended use and its access onto Main Street.
Charles Robertson would like to get Chief Spera’s comments on this current plan in writing. He would like to know what the Chief did not like or needed changes I n the current plan. He again reiterated that he thinks it is a good idea to see other police stations. He would the architect to summarize the needs study. The architect agreed that this would be good and he would take the committee through
the schemes and study. He would compare the differences between the plans
The architect also stressed that it is important to do the due diligence on the
structural integrity of the old building. He does not think the building is usable as it is.

Ray Muratori asked whether the town needs to look at what the police needs are.
It was agreed that the Police Chief would present his department’s needs report at
the July 11the meeting currently scheduled.
The July 25th meeting will be the historical review of the plans, the study, etc. presented by
Architect Ray Giolitto.
The Chairman has emailed the first structural engineer proposal, distributed the second proposal at this meeting and the third will be emailed as soon as it is available.
4. Set submission dates for the following reports requested in the Charge Letter dated
April 11, 2011, to the Committee.
• Report for the Board of Selectmen, due with 5 months, detailing the committee’s findings, work, design and recommendations.
• Development of technical request for proposal (RFP) to be presented to the Board of Selectmen within 10 months for possible action.
No action was taken on this agenda item.
5. Adjournment
Motion - Charles Robertson made a motion to adjourn at 7:15 p.m.
