MINUTES

Present: First Selectman Michael Pace, Selectman William Peace, Selectman Carol Manning, Town Counsel Michael Cronin, Town Planner Christine Nelson, Environmental Planner Sandy Prisloe, Attorney David Royston, members of the press and public.


I.
CALL TO ORDER – First Selectman Pace called the meeting to order at 1:00 p.m.

PLEDGE OF ALLEGIANCE – First Selectman Pace led those in attendance

COMMENTS FROM THE PUBLIC – None were made

COMMENTS FROM THE SELECTMAN
Selectman Peace stated that “Light Up Old Saybrook” is going to donate $5,000 towards the “Fishing Boy” statue that will be placed at the Village Gateway building.
Selectman Manning stated the March 31, 2011 issue of the Harbor News carried an article titled “Saybrook Town Dock Finally to get Upgrade” and she has attended a couple of Harbor Management Commission meetings and is concerned about the repair project planned for the Ferry Road dock. She feels a joint meeting of the Board of Selectmen and the Harbor Management Commission is in order to see that the project gets completed.
First Selectman Pace stated that he has received a letter from Case Polen, who is working on his Eagle Scout project to clean up some of the hiking trails at Great Cedars Swamp Park. Also, that he attended a Safe Grad Night fund raiser sponsored by Apple Rehab held at Fox Hopyard Golf Club in East Haddam. He received a note from Deb Desautel about the “Wednesday Weed Whackers” Scott’s Nursery has offered to donate all plants needed by the Main Street Beautification Committee (aka Wednesday Weed Whackers) this spring thru fall season.  Eight large planters will be filled along with numerous gardens on Main Street.  For the past 5 years they have planted, mulched and maintained the large garden at the Transfer Station entrance.  Mr. and Mrs. Will Scott are the owners of Scott’s Nursery. The Velasquez family of Maple Avenue has also maintained the island garden at the intersection of Main Street and Maple Avenue for the past 5 years. The Buckingham Condominium Association has made contributions for plants each year as a “thank you” for the work done in front of the Buckingham building. Old Saybrook Hardware has supplied the recycled yard waste bags for 3 years.  Many Main Street businesses plant and maintain town property directly in front of their businesses.

APPROVAL OF MINUTES Board of Selectmen Meeting April 7, 2011.

Motion to approve the minutes of the Board of Selectmen’s Meeting on April 7, 2011 with a correction noting that item F Discuss and act on authorizing Board of Selectmen to sign incentive housing zone resolution authorizing First Selectman Michael A. Pace to sign the application and administer the project” was tabled not approved at that time.

BUSINESS BEFORE THE BOARD
A.  To authorize the First Selectman Michael A. Pace to execute standard utility easements in favor of the Connecticut Water Company, The Southern Connecticut Gas Company and Connecticut Light and Power Company to serve the housing complex at 45 Ferry Road pursuant to the Lease with Hope Partnership.
First Selectman Pace invited Attorney David Royston to address the board.
Attorney Royston reviewed the documents. These are standard easements that need to be executed for the utilities to serve the housing complex.

B.  Review requested Attornment Agreement for 1 Main Street Old Saybrook, CT owned by Prospect Realty Partners LLC.
Town Counsel Michael Cronin reviewed the Attornment Agreement.

Motion to authorize First Selectman Pace to sign Attornment Agreement for 1 Main Street Old Saybrook, CT owned by Prospect Realty Partners LLC. The present agreement with the Chamber of Commerce remains in effect.

C.  Discuss and act on Call for the Annual Town Budget Meeting.
Town Counsel Michael Cronin reviewed the Call.

D.  Discuss and act on authorizing Resolution for Board of Selectmen signature to apply for preliminary “Determination of Eligibility” for incentive zone payments for second incentive housing zone.

E.   Discuss and act on authorizing First Selectman Michael A. Pace to sign Letter of Permission granting town owned property access for Phragmites Control; 87 Coulter St.,100Coulter St., River Meadow District and Mallard Drive.

F.  Discuss and act on authorizing First Selectman Michael A. Pace to sign the agreement for the Town of Old Saybrook participation in the Independent System Operator-New England (ISO-NE) 30 Minute Demand Response Program.

G.  Discussion of Housekeeping of Seasonal Properties on the Volume 200 List.
Town Planner Christine Nelson and Enforcement Officer Christina Costa reviewed the process of this project. There was lengthy discussion concerning the process and the next steps.
By consensus the Board of Selectmen agreed to proceed to follow the recommendations.
H.  Discuss and act authorizing Board of Selectmen signature on proposed resolution for the Town of Old Saybrook to honor LOCAL African American Revolutionary War Soldiers and Support a National Memorial in Washington, D.C.
