1. Call to Order
Chairman Dan Moran called the Special Meeting of the Police Services Facility
Study/Building Committee to order at 4:30 p.m.

Motion - Charles Robertson moved to reaffirm the motions from the last meeting David Wight seconded
6-0-0 motion approved unanimously
4. Approval of Minutes April 25, 2011
Motion – William Peace moved to approve the April 25, 2011 Minutes with corrections, David LaMay
Motion under # 7 Correct the number of votes from 7 to 8
Number 3, 3rd sentence – change the word “proposal” to “charge”
Number 3 2nd paragraph - add the word “debt” before service
6-0-0 motion approved unanimously

Dan Moran feels that the Committee can look forward and set some dates and time.

Motion – Dan Moran moved to approved the attached proposed dates and times and to post the schedule with the Town Clerk, Charles Robertson seconded

5. Discuss and act on reductions of square footage to proposed floor plans to fall within the $5,500,000 budget
Discussion
• Chairman Moran said the first issue he sees that has not been given a lot of support is that the former police station on Main Street cannot support a
seond floor and building out is a square footage issue on the existing lot.
• Ray Giolitto spoke regarding the building and recommending that a structural engineer be hired to give a report affirming the building’s inability to be added to. Dan Moran suggested getting two estimates and the Committee would review their credentials prior to hiring.
• William Peace feels the first questions from town’s people will be about why they cannot add on to the old building. He believes an objective engineering report is important to presenting the need to the town.
• David LaMay asked if during the first committee round there were any neutral objective comments. The answer was no. Most of the comments regarding the building were from architects wanting to bid on the project.
• David Wight feels that the old building was built to different needs and that a new structure would be the best approach.
• Dan Moran outlined what he saw as the responsibility of the structural
engineers: they would do a snap shot of the building and determine if it can support a second floor; if you could build a second floor what would you have to do to accommodate current codes.
• Chief Spera asked if the structural engineer report could identify the water
problem and assess the basement.
• Dan Moran discussed hiring a structural engineer. Ray Giolitto has two suggestions, Morrissey Engineering, LLC Deep River and Perrone & Zadja Engineers of Glastonbury. It was decided to develop a proposal for the next meeting. Ray also suggested Jacobsen Engineering; the Town Engineers could be consulted. Part of the scope of the proposal is for the professional engineer to present at the town meeting and perhaps one or two other presentations.
Ray Giolitto will suggest the language for the proposal. Ray asked if there are boring reports from the communication tower; Chief Spera said if they were available he will forward a copy to Ray.
• The new building will have to meet new state seismic codes
• Chief Spera has mentioned that members of the Committee might like to see the police operations and facility. He asked if the Committee would like to meet at the old police station and then meet at the new police station.
• Chairman Moran spoke about the 5.5 million being a cost figure. He stated some rooms are more expensive than others. For example a conference room v. dispatch area. Square foot and cost are a balancing act. Dan suggests as a bench mark the committee shots for 16,000 square feet. Every scheme Ray Giolitto brings before the Committee will have a cost estimate.
• Ray Giolitto needs feedback from the Committee. He wants to know what is on the “must have” list and what is on the “want to have list”. Chief Spera was
looking for a copy of accreditation standards. Ray Giolitto can provide them.
• Chairman Moran was clear that the Committee will need the total support of the Police Commission and the Police Department on any proposal that is
presented to the Town. It needs to be a united front.
• Committee members agreed they want the new facility to be accredited.
• Committee members will tour the facilities and then develop their priority list
• Ray Giolitto has direction from the Committee to meet with the Chief
