SPECIAL MEETING OF THE BOARD OF SELECTMEN

MINUTES

Present: First Selectman Michael Pace, Selectman William Peace, Selectman Carol Manning, Town Clerk Sarah Becker, Town Treasurer Robert Fish, Public Works Director Larry Bonin, Youth and Family Director Heather McNeil, Social Services Coordinator Sue Consoli, Police Commissioners Richard Metsack, Jean Winkler, Ernest Sparaco, David Gallicchio, Christina Burnham, Police Chief Michael Spera, WPCA Financial Manager Gracia Lewis, members of the public and the press.

CALL TO ORDER – First Selectman Pace called the meeting to order at 10:00 a.m.

COMMENTS FROM THE SELECTMEN
Selectman Manning stated that she encourages civility at meetings.
Selectman Peace stated that there are some parking issues at the train station. He is arranging a meeting with the new owner of the complex along with town Planner and DOT.
V.
BUSINESS BEFORE THE BOARD
A.      Presentation by Youth & Family Services and Social Services on Rare Diseases.
First Selectman Pace invited Public Works Director Larry Bonin to address the board. Mr. Bonin reported that his band “Late for Dinner” had performed at a fundraiser for a resident’s daughter. The two year old suffers from CDKL5, which while it doesn’t have a formal name is considered a rare disease. Larry asked Youth and Family Director Heather McNeil to speak. Heather stated that 1 in 10 suffer from a rare disease. She asked Sue Consoli to address those assembled. Sue stated that she suffers from a rare disease-celiac disease. Larry then asked Mark Leopoldino, the father of Avery Rose, the two year old girl recently diagnosed with the rare disease CDKL5, also spoke in support of community efforts to raise awareness and research dollars. Larry told the Selectmen that he has set a date for a fund raiser at the Katharine Hepburn Cultural Arts Center which will include his band along with several others. A resident Eileen Radziunas related her battle with a rare disease; she was examined by over 100 physicians before getting a diagnosis.
B.      Discuss and act on Proclamation on Rare Diseases.
First Selectman Pace asked Selectman Manning to read the Proclamation.
MANNING/PEACE
Motion to approve and sign the Proclamation declaring the last day of the month of every February will be observed annually as Rare Disease Day in Old Saybrook, Connecticut.

C.      Budget Workshop with WPCA and other departments as needed.
First Selectman Pace invited Gracia Lewis, WPCA Financial Manager to review their budget. Gracia stated the budget is different this year with the passage of the Waste Water Management District. The operating budget is lower than the current WPCA budget. There is a construction budget that is funded from grants and loans from the Clean Water Fund. The homeowners also contribute towards the cost.
D.      Discuss and act on Town Budget as recommended by the Board of Selectmen to the Board of Finance.
The Board of Selectmen reviewed each department’s budget. They made no further changes.

Motion to approve the 2011 – 2012 budget as substantially presented and to forward to the Board of Finance.
