MINUTES
SPECIAL MEETING OF THE BOARD OF SELECTMEN
Wednesday, November 3, 2010
10:00 A.M.
First Floor Conference Room, Town Hall

Present: First Selectman Michael Pace, Selectman William Peace and Selectman Carol Manning, Attorney Cronin, WPCA Financial Manager Gracia Lewis members of the press and public.

CALL TO ORDER – First Selectman Pace called the meeting to order at 10:00 a.m.

BUSINESS BEFORE THE BOARD
A.      To discuss and act on an ordinance entitled “Sewerage Benefit Assessment Relief for Certain Elderly and Disabled Homeowners” as approved by WPCA to be sent to Annual Town Meeting, November 22, 2010.
First Selectman Pace invited Gracia Lewis to address the Board. Gracia reviewed the proposed ordinance and its background along with the relevant State Statutes that apply.
MANNING/PEACE
Motion to accept ordinance as substantially presented and sent to Town Meeting.
MOTION CARRIED UNANIMOUSLY
B.  To discuss and act on roadway known as “Whisper Cove Road”, as recommended by Town Engineer, for acceptance as a town road by the Town of Old Saybrook.
First Selectman Pace and Attorney Cronin stated that the developer has met all of the requirements to move acceptance of as a town road. The Town Engineer provided documentation that all work has been completed. A maintenance bond of $33,130 will be retained for one year from acceptance as a town road.
PEACE/MANNING
Motion to accept recommendation of Town Engineer and Public Works Director to send to Town Meeting for acceptance as a Town Road.

C.       Per Town Charter, discuss and act on the Call for Annual Town Meeting,
      November 22, 2010.
Town Counsel Michael Cronin reviewed the Call.

Motion to approve call of the November 22, 2010 Annual Town meeting.
