MINUTES of ANNUAL TOWN MEETING  -  November 23, 2009
 
 
MINUTES of the ANNUAL TOWN MEETING held at the Old Saybrook Middle School auditorium, 60 Sheffield Street, Old Saybrook, Connecticut on Monday, November 23, 2009 at 7:30 p.m. with approximately 90 persons attending.
 
Michael A. Pace, First Selectman, called the meeting to order and led the assembly in the Pledge of Allegiance.  On a motion duly made and seconded it was unanimously voted that David Royston be Moderator of the meeting.  The Moderator then proceeded with the agenda.
 
ITEM 1.  As provided under the requirements of Chapter 2, Section 6 of the Charter of the Town of Old Saybrook, to elect three members of the Planning Commission Board of Alternates, and three members of the Zoning Commission Board of Alternates, all to serve for a period of two years.  This provision of the Charter requires such election in the event that there is not sufficient space on the ballot at the regular biennial municipal election to include such offices.
 
Moderator Royston said the first order of business would be to elect the Planning Commission Board of Alternates and called for nominations.  Adam Stillman moved, seconded by Barry O’Nell to place the name of Cathryn Flanagan  in nomination as the Democratic candidates.  Hearing no other nominations Moderator Royston called on Margaret Viggiano who placed in nomination, seconded by Grant Westerson,  Republican candidates Cameron Evangelisti and Richard L. Sullivan.  Barry Maynard moved, seconded by Carl Fortuna that nominations be closed.  The Moderator  asked that the Registrars indicate that these are names of qualified electors.   Upon their confirmation the Moderator called for a voice vote (since there were three candidates for three positions) and Cathryn Flanagan, Cameron Evangelisti and Richard L. Sullivan were duly elected to serve for a two-year term as Planning Commission Alternates.
 
The next order of business was to elect three Zoning Commission Alternates.  Margaret Viggiano nominated, seconded by Grant Westerson, Republican candidates Charles E. Sohl and David Shearer.  Adam Stillman nominated, seconded by Barry O’Nell, Democratic candidates John Talbott and John Duhig.  Upon hearing no further nominations Barry Maynard moved, seconded by Carl Fortuna that nominations be closed.  The Moderator advised that since there are four candidates for three positions the election would be by checklist and ballot conducted by the Registrars and the process would include proper identification as is required when voting at the polls.
 
Following the election procedure the votes were tallied as follows: 
                                    Charles Sohl   (R)  - 58
                                    David Shearer (R)  - 47
                                    John Talbott    (D)  - 40
                                    John Duhig      (D)  - 37
 
The Moderator declared Charles Sohl, David Shearer and John Talbott duly elected as Zoning Commission Board of Alternates for a two-year term.
 
ITEM 2.  To act upon the request and recommendation of the District of Fenwood to allow the expansion of said District to include territorial areas of the District of Fencove Association and/or the District of Fenwood Point Association.  Dual membership in associations are specifically allowed under the provisions of Section 7-325(b)(4) of the General Statutes of Connecticut if approved by the Town Meeting of the Town of Old Saybrook.
 
The Moderator called on David Stone, President of the District of Fenwood, who had prepared a visual map delineating the Fenwood “districts” properties and discussed the requests for dual membership.  He explained that when a property owner joins another district the property continues to be part of its original district as well.  On a motion by Michael Pace, seconded by George Gwizd, ITEM 2 was unanimously ADOPTED.
 
ITEM 3.  To act upon the recommendation of the Old Saybrook harbor Management Commission to increase fees for moorings and dock space in the Town of Old Saybrook as follows:
                        Ferry Dock Shallow Slip Fee:
                                    Current Fee $400.00  -  proposed increase to $460.00
                        Ferry Dock Deep Slip Fee:
                                    Current Fee $500.00  -  proposed increase to $575.00
                        North Cove Mooring:
                                    Current Fee $200.00 + Handling & Administrative Fee $125.00
                                                Total $325.00
                                    Proposal to increase administrative fee to $173.00 – Total $373.00
                        Flats inside North Cove:
                                    Current Fee $50.00  -  proposed increase to $150.00
                        Mooring Area Outside Entrance to North Cove:
                                    Current Fee $50.00  -  proposed increase to $150.00
                        Moorings In Other Areas of the Waters of the Town of Old Saybrook
                         With Deeded Access, Including Ferry Point Anchorage Area:
                                    Current Fee $50.00  -  proposed increase to $75.00
                        North Cove Clothesline Marina:
                                    Current Fee $50.00  -  proposed increase to $75.00
 
The Moderator called on Ray Collins, Chairman of the Harbor Management Commission, who explained the need to request increased fees as requested.  He noted that costs for upkeep and maintenance are increasing substantially and these increases will help prepare the Town for future expenses.
 
Adam Stillman moved, seconded by Judy Ganswindt and unanimously voted to ADOPT ITEM 3.
 
On a motion duly made and seconded it was unanimously voted to adjourn at 8:25 p.m.
