CALL TO ORDER – First Selectman Pace called the meeting to order at 10:00 a.m.

Motion to accept recommendation of Tax Collector to approve Tax Refunds.

  • Per Town Charter, discuss and act on Call for Annual Town Meeting,
     November 23, 2009.
First Selectman Pace reviewed the items that will be voted on at the Annual Town Meeting. He asked Town Clerk Sarah Becker to address the first item, Election of Alternate members of the Zoning Commission and Alternate members of the Planning Commission. This is due to the lack of space on the ballot for the election that took place on Tuesday, November 3, 2009. The method for selecting which positions are not on the ballot and sent to the Town Meeting is determined by Town Charter.

Motion to approve Call of the Annual Town Meeting, Monday, November 23, 2009.
MOTION CARRIED UNANIMOUSLY
Selectman Peace thanked Selectman Velma Thomas for her ten years of dedicated service and that it has been a pleasure working with her.
First Selectman Pace stated that he echoes Bill’s comments and in addition Velma has represented town very well in the ten years she has served.

TOWN OF OLD SAYBROOK
NOTICE OF ANNUAL TOWN MEETING

Notice is hereby given that the Annual Town Meeting of the electors and citizens qualified to vote at town meetings of the Town of Old Saybrook will be held at the Old Saybrook Middle School Auditorium, 60 Sheffield Street, Old Saybrook, Connecticut on November 23, 2009 at 7:30 p.m. for the following purposes:

ITEM 1. As provided under the requirements of Chapter 2, Section 6 of the Charter of the Town of Old Saybrook, to elect three members of the Planning Commission Board of Alternates, and three members of the Zoning Commission Board of Alternates, all to serve for a period of two years.  This provision of the Charter requires such election in the event that there is not sufficient space on the ballot at the regular biennial municipal election to include such offices.   

ITEM 2: To act upon the request and recommendation of the District of Fenwood to allow the expansion of said District to include territorial areas of the District of Fenwood Association and/or the District of Fenwood Point Association.  Dual membership in associations are specifically allowed under the provisions of Section 7-325(b)(4) of the General Statutes of Connecticut if approved by the Town Meeting of the Town of Old Saybrook.  

ITEM 3: To act upon the recommendation of the Old Saybrook Harbor Management Commission to increase fees for moorings and dock space in the Town of Old Saybrook as follows:

        Ferry Dock Shallow Slip Fee:
        Current Fee $400.00  - proposed increase to $460.00

        Ferry Dock Deep Slip Fee:
        Current Fee $500.00 – proposed increase to $575.00

        North Cove Mooring:
        Current Fee $200.00
        Handling and Administrative Fee $125.00 – Total $325.00
        Proposal to increase administrative fee to $173.00 – Total $373.00

        Flats inside North Cove:
        Current Fee $50.00 – proposed increase to $150.00

        Mooring  Area Outside Entrance to North Cove:
        Current Fee $50.00 – proposed increase to $150.00

        Moorings In Other Areas of the Waters of the Town of Old Saybrook With Deeded Access, Including Ferry Point Anchorage Area:
        Current Fee $50.00 – proposed increase to $75.00

        North Cove Clothesline Marina:
        Current Fee $50.00 – proposed increase to $75.00
