SPECIAL MEETING OF THE BOARD OF SELECTMEN
Thursday, February 19, 2009

MINUTES

Present:  First Selectman Michael Pace, Selectman Velma Thomas, Assessor Norm Wood, members of the Press and concerned citizens

I.      CALL TO ORDER – First Selectman Pace called the meeting to order at 10:00 A.M.
II.     PLEDGE OF ALLEGIANCE
First Selectman Michael Pace led those in attendance in reciting the Pledge of Allegiance.
III.    COMMENTS FROM THE PUBLIC – A resident questioned the amount proposed for the new fire boat, comparing recent purchases by Westbrook and Lyme. Several residents had specific questions concerning the re-valuation. First Selectman Pace deferred those questions to Norm Wood for later in the meeting, under that item.  One resident spoke against delaying the re-valuation and gave a number of reasons.

V.      APPROVAL OF MINUTES

VI.     BUSINESS BEFORE THE BOARD
A.      Review of the Concept Plan for 45 Ferry Road.
First Selectman Pace called on Attorney David Royston, Architect Greg Nucci and Hope Partnership Executive Director Mary Ann Amore to review the project. They gave a background of the project, displayed a preliminary design concept.

B.      Discuss and act on Resolution authorizing the First Selectman to enter into contracts with the State of Connecticut Department of Environmental Protection.
First Selectman Pace read the resolution.

Motion to approve Resolution authorizing the First Selectman to enter into contracts with the State of Connecticut Department of Environmental Protection.

C.      Reaffirm Town of Old Saybrook Equal Employment Opportunity Policy.

D.      Reaffirm Town of Old Saybrook Compliance with Title VI of the Civil Rights Act of 1964.

E.      Discuss and act on 2009 – 2010 General Government Budget.
First Selectman Pace reviewed the 2009 – 2010 Budget. He stated that the budget was lower than last years by 1.44% or $217,412.

Motion to approve budget at $14,902,686 to forward to Board of Finance, subject to some adjustments that may be needed before March 1, 2009.

F.      Discuss Re-valuation process/status.
First Selectman Pace asked Assessor Norman Wood to provide an update on the status of the Re-valuation process.
Mr. Wood reviewed the process of re-valuation, explained what can and can not be done. He answered questions.
First Selectman Pace thanked Norm for his presentation.
G.      Appointments
1.      Park & Recreation Commission. This is a four year term due to expire 11/2011.

Motion to appoint James Bergeron to the Parks and Recreation Commission. This is a four year term due to expire 11/2011.
