REGULAR MEETING OF THE BOARD OF SELECTMEN
Thursday, June 19, 2008
6:30 p.m.
First Floor Conference Room
MINUTES
Present:  First Selectman Michael A. Pace, Selectman Velma Thomas, members of the press and interested citizens. Selectman William Peace was absent.

I.
CALL TO ORDER
First Selectman Michael Pace called the meeting to order at 6:30 P.M.
II.
PLEDGE OF ALLEGIANCE
First Selectman Michael Pace led those in attendance in reciting the Pledge of Allegiance
III.
COMMENTS FROM THE PUBLIC
Comments were taking regarding the funding of the Old Saybrook Dive Team.  First Selectman Michael Pace responded that the town does not have a Dive Team and to his knowledge and to the knowledge of Selectman Velma Thomas Old Saybrook has never had a funded Dive Team.

COMMENTS FROM THE SELECTMEN
Selectman Velma Thomas said work on the theatre is moving forward.
First Selectman Michael Pace commented that parking by the train station has overflowed and the town has been allowing parking on the lawn in front of the cemetery.  There was a meeting with the Department of Transportation and Amtrak to discuss additional parking being added across the street next to the train tracks.  First Selectman Michael Pace stated that the Flood Plain Ordinance had passed at the Special Town Meeting held on June 17, 2008.

APPROVAL OF MINUTES Special Board of Selectmen Meeting of June 5, 2008.

Motion to accept the minutes of the Special Board of Selectmen Meeting of June 5, 2008 as presented.

VI.
BUSINESS BEFORE THE BOARD
A.      Discuss and act on minor design change at Founders Memorial Park.
First Selectman Michael Pace discussed the use of boulders instead of bollards to prevent cars from accidentally driving down embankment.  Selectman Velma Thomas commented that spacing of the boulders should be close enough so bicycles also could not pass through.

Motion to accept design changes as presented.

B.      Discuss and act on Garbage/recycling Bid.
First Selectman Michael Pace said only two companies have submitted bids; Finkleday with the low bid of $10,039.64 and All-Waste with a bid of $14,015.60.  All-Waste also sent a letter stating the State of Connecticut and some municipalities do not award contracts to companies with a rating of higher than 75%.  The letter included a document regarding the safety ratings of companies providing trashing hauling services.  First Selectman Michael Pace has been trying to contact some one at the Department of Motor Vehicles that can verify this information before making final decision.

Motion to table to a Special Meeting via telephone, pending receipt of verification from the Department of Transportation.

C.      Appointments
1.   Katharine Hepburn Cultural Art Center Board of Trustees.
     Term expiration of regular members Elaine Staplins and Torrance
       Downes.  Appointment of Robert Wendler.

Motion to accept appointments of regular members Elaine Staplins and Torrance Downes and to appoint Robert Wendler as presented.

2.   Connecticut River Gateway Commission.  Term expiration of
     Madeleine Fish.  This is a 2-year term due to expire 7/2010.

Motion to appoint Madeleine Fish to the Connecticut River Gateway Commission; this is a 2 year term due to expire on 7/2010.

3.   Shellfish Commission.  Term expiration of regular members,
     Larry Bonin, Earl Endrich and Howard Clark.  These are two year
    terms due to expire 6/2010.

Motion to reappoint regular members Larry Bonin, Earl Endrich and Howard Clark; these are 2 year terms due to expire 6/2010.

           4.  Municipal Cemetery.  Term expiration of Evaughn L. Fontes.

Motion to reappoint Evaughn L. Fontes to the Municipal Cemetery
Committee, this is a 7 year term due to expire on 7/20/2013.

D.      Present and add to the regular agenda Application for License to Collect Solid Waste in the Town of Old Saybrook.

Motion to accept form and implement throughout the Town of Old Saybrook the Application for License to Collect Solid Waste in the Town of Old Saybrook.

E.      Motion to add to the regular agenda discussion on a bike path between Schoolhouse Road and Ingham Hill Road and act on the creation of an ad hoc Bikeway Committee to discuss and implement the creation of said bike path.

Motion to appoint to the ad hoc Bikeway Committee the following as recommended by Selectman William Peace: Cathy Connolly, Janice Holland, Larry Bonin, Robert McIntyre, Robert Fish, Vicki Duffy, Christina Burnham, together with SelectmanWilliam Peace.
