MINUTES

PRESENT:  First Selectman Michael A. Pace by telephone, Selectman William Peace, Selectman Velma Thomas, Town Attorney Michael Cronin, Attorney David Royston, interested citizens and members of the press.


I.
CALL TO ORDER
Selectman William Peace called the meeting to order at 6:30 P.M.

II.
PLEDGE OF ALLEGIANCE
Selectman William Peace led those in attendance in the Pledge of Allegiance.

III.
COMMENTS FROM THE PUBLIC
Comments and questions were taken from the public regarding donations and volunteers for the ongoing construction of The Village Gateway Building at 1 Main Street.

IV.
COMMENTS FROM THE SELECTMEN
Selectman William Peace noted receipt of a memo received by the Human Rights and Opportunities Commission dismissing claims.  He noted Police Commission has total responsibility for the hiring and firing within the department, the town has requested full disclosure, the investigation is ongoing and a forensic audit may be needed if discrepancies are found.

APPROVAL OF MINUTES of the Special Board of Selectman Meeting of
February 27, 2008.

Motion to accept the minutes of Meeting of Special Meeting of February 27, 2008 as presented.
MOTION CARRIED UNAMIOUSLY.

BUSINESS BEFORE THE BOARD

A.      Discuss and act on resolution; Judge of Probate and office relocation to Town Hall.
First Selectman Michael A. Pace discussed the proposed move of the Probate Court from its current rental space located on Main Street, to the newly vacated Health Department offices within the new Town Hall building as opposed to the original plan of moving the Probate Court to the basement of the Katharine Hepburn Cultural Arts Center, Inc.  Move would be more economically sound and is agreeable to Judge of Probate Roger Goodnow and Probate Court’s staffs current needs.  Selectman William Peace read the proposed Resolution for the movement of the Probate Court to the new Town Hall building.

B.      Presentation by Town Attorney Michael Cronin and Attorney David Royston of a proposed draft of “Facility Operation Agreement for the Katharine Hepburn Cultural Arts Center, Inc.
Attorneys Michael Cronin and David Royston reviewed proposed draft of “Facility Operation Agreement for the Katharine Hepburn Cultural Arts Center, Inc.”, page by page noting the omission of the paragraph concerning the proposed housing of the Probate Court in the lower level of the building.  Attorney Michael Cronin noted a need for a paragraph regarding possible over usage of utilities by the Katharine Hepburn Cultural Arts Center, Inc.

Motion to defer to next meeting pending the revisions and additions to proposed document.

C.      Continue discussion and deliberation on the Blight Ordinance.
Selectman William Peace discussed adding specific and clarifying language to proposed ordinance.

Motion to defer to next meeting pending clarification of proposed ordinance by Town Attorney Michael Cronin.
MOTION CARRIED UNAMIMOUSLY

D.      Discuss and act on agreement of the M114A2 Howitzer in concert with the VFW.  
Bob Bailey spoke for the VFW giving an update on the progress of the proposed move of the M114A2 Howitzer, currently on the green, to the VFW Post.

Motion to have Michael Pace fill out paperwork as soon as possible to facilitate the proposed move of the M114A2 Howitzer.

Motion to table further discussion to next meeting to review paperwork.

E.      Appointments
1.      Public Health Nursing Board.  Vacancy created by resignation of Catherine Custer.  This is a 3-year term due to expire 11/2009.

Motion to accept recommendation of PHNB to appoint Kathy Ferrantelli to fill vacancy. This is a 3-year term due to expire 11/2009.

2.      Town Hall Restoration Building Committee.  Vacancy created by resignation of Walter Hirsch.

Motion to accept recommendation to appoint Dr. David Frankel to the Town Hall Restoration Building Committee.
