SPECIAL MEETING OF THE BOARD OF SELECTMEN

MINUTES

PRESENT: First Selectman Michael A. Pace, Selectman William Peace, Selectman Velma Thomas, Fire Marshal Donn Dobson, members of the press and interested citizens.


I.
CALL TO ORDER
First Selectman Michael Pace called the meeting to order at 9:07 a.m.

II.
PLEDGE OF ALLEGIANCE
First Selectman Michael Pace led those in attendance in the Pledge of Allegiance.

III.
COMMENTS FROM THE PUBLIC – none.

IV.
COMMENTS FROM THE SELECTMEN – First Selectman Michael Pace noted that Christmas Weekend went without a major fire/police incident.   First Selectman Pace announced that Saybrook Point Marina has been selected as the winner of the Marina Dock Age’s 2007 “Marina of the Year” for marinas with fewer than 250 slips.

APPROVAL OF MINUTES of the Board of Selectmen Special Meeting of December 20, 2007.

Motion to accept the minutes of the Special Meeting of December 20, 2007 as presented.

VI.
BUSINESS BEFORE THE BOARD
A.  Discuss and authorize First Selectman Michael A. Pace to sign contract for
      new fire truck.
First Selectman Michael Pace stated the history of the fire truck is that the Town has been saving for a new truck at a cost of approximately $500,000.00 - $550,000.00.  The Fire Department bid the truck and the price came back at $750,000.00 plus.  The Fire Department scaled the cost down with the truck being deliverable post July 1 and made a presentation to the Board of Finance.  If half the cost is paid up front there is a savings of $30,000.00.  Trade-in value of $35,000.00 for the old fire truck.  The Old truck has been running into mechanical problems.  Donn Dobson, Fire Marshal, noted that the old truck responds to every call.

Motion for authorization for First Selectman Pace to sign the contract of the Fire Department’s recommendation for a new emergency vehicle with the Board of Selectmen’s full support to place monies into next year’s budget for such purchase; $175,000.00 to C.O.S.F. plus re-alignment of  approximately $108,000.00 - $118,000.00 of funds already in the budget.

B.      Discuss and act on updating/re-adopting a Resolution authorizing First Selectman Michael A. Pace to execute on behalf of the Town of Old Saybrook a Personal Services Agreement (PSA) with the State of Connecticut for financial assistance to improve little league field(s).

Motion to re-adopt a Resolution authorizing First Selectman Michael Pace to enter into a  Personal Service Agreement (PSA) with the State for Ball Field Improvement Grant.

    C.  Discuss and act on re-adopting a Nondiscrimination Certification.

D.      Discuss and authorize First Selectman Michael A. Pace to sign a Personal Services Agreement with the State of Connecticut Department of Environmental Protection for Ball Field Improvement/McMurray Field.

E.   Appointments
a.      PUBLIC HEALTH NURSING BOARD – Vacancy created by Robert Hallisey.  This is a 3-year term due to expire 11/2010.

Motion to appoint Dr. David Frankel to the Public Health Nursing Board for a 3-year term due to expire 11/2010.

F.       Enter Executive Session to discuss personnel matters.

Motion to convene into Executive Session at 9:27 a.m. to discuss personnel issue with First Selectman Michael A. Pace, Selectman William Peace, Selectman Velma Thomas, Attorney Lisa Lazarek, AFSCME Representative Trish Cardin, AFSCME President Local 818 of Council 4 Donn Dobson, Youth & Family Service Director, Larry Freundlich.
MOTION CARRIED UNANIMOUSLY
