MINUTES

Board of Selectmen met in special session on Thursday, November 15, 2007 at 6:30 p.m., First Floor Conference Room Town Hall

PRESENT: First Selectman Michael A. Pace, Selectman William Peace, Selectman Velma Thomas, Treasurer Robert Fish, Wally Hirsch, Chairman Town Hall Restoration Building Committee, and interested citizens.


I.
CALL TO ORDER
First Selectman Michael Pace called the meeting to order at 6:30 p.m.

PLEDGE OF ALLEGIANCE
First Selectman Michael Pace led those in attendance in the Pledge of Allegiance.

COMMENTS FROM THE PUBLIC – Comments were taken from the public.

IV.
COMMENTS FROM THE SELECTMEN – Selectman Peace recently attended a meeting consisting of a focus group for bike enthusiasts.  The hope is to facilitate better areas for bike enthusiasts.  Mr. Peace will update after the next meeting.  Selectman Peace also reported that the Founder’s Park is progressing nicely, with cooperation from all interested parties.  He stated the high school class of 1958 is interested in becoming involved with the project.  
Selectman Thomas gave an update on the Gateway Building.  The project continues to progress nicely with furniture and color schemes recently reviewed.  Budget for furnishings is now being finalized.

APPROVAL OF MINUTES of the Board of Selectmen Special Meeting of October 25, 2007.
THOMAS/PEACE
Motion to accept the minutes of the Special Meeting of September 6, 2007 with the following amendments:
Under item IV line #9 should read that she (Velma) met with the Village Gateway Building Committee and the Chamber of Commerce.
Under item IV line # 11 should read Katharine Hepburn Cultural Arts Center and Theatre, not Committee.
MOTION CARRIED UNANIMOUSLY

BUSINESS BEFORE THE BOARD
A.  Discuss and act on the Call for the Town Meeting of November 26, 2007.
First Selectman Pace read into the record the Notice of Annual Town Meeting (items # 1-4) to be held at the Old Saybrook Middle School Auditorium, 60 Sheffield Street, Old Saybrook, on Monday, November 26, 2007 at 7:30 p.m.
Selectman Pace gave a brief review and general breakdown of the surplus from the general government.  He noted the Board of Education’s request which has been submitted to the Board of Finance. Board of Finance will make recommendations at the November 20, 2007 Board of Selectman Meeting.
Town Treasurer, Robert Fish also summarized the surplus and the proposed transfer of funds.

Motion to approve the call for the Town Meeting on November 26, 2007.
MOTION CARRIED UNANIMOUSLY
First Selectman Pace and Selectmen Peace and Thomas all signed the Call for Town Meeting.
COMMENTS FROM THE SELECTMEN
   First Selectman Michael Pace announced the 2007 Annual Town Report will be dedicated to Wally Hirsch in recognition of all his service to Old Saybrook.
