MINUTES

Board of Selectmen met in regular session on Thursday, June 21, 2007 at 10:00 a.m., First Floor Conference Room Town Hall

PRESENT: First Selectman Michael A. Pace, Selectman William Peace, Selectman Velma Thomas, members of the press and interested citizens.


I.
CALL TO ORDER
First Selectman Michael Pace called the meeting to order at 10:05 a.m.
II.
PLEDGE OF ALLEGIANCE
First Selectman Michael Pace led those in attendance in the Pledge of Allegiance.

COMMENTS FROM THE SELECTMEN
Selectman Thomas stated that she had attended the 8th Grade Graduation at the Middle School at 10:00 a.m. and the High School Graduation at 5:00 p.m. on Wednesday. Bother were very lovely ceremonies.
Selectman Peace stated that there are five Crab Apple trees that will be replaced by Sycamores. Working on the Road Regulations expects one more meeting. DOT has started on replacement of the traffic light at the head of Main Street, will probably be complete in September. CVS and the town are still looking at the concept for a cross walk at the intersection of Route 1 and Stage Road.
First Selectman Pace stated that the DOT is doing a noise study along I-95.
First Selectman Pace commented that the current Board of Selectmen have been working together with a vision for the town; Economic well being, Social, Public, not private, not political to improve the quality of life in Old Saybrook. He stated that he will seek re-election in November. He further stated that the public is best interests are served by this board.

APPROVAL OF MINUTES of the Board of Selectmen Meeting of June 7, 2007.

Motion to accept the minutes of the Regular Meeting of June 7, 2007 as presented.

VI.
BUSINESS BEFORE THE BOARD
A.      Discuss and act on Workforce Alliance Summer 07’ Youth Employment Program.
THOMAS/PEACE
Motion to authorize First Selectman Michael A. Pace to sign Memorandum of Understanding for Workforce Alliance Summer 07’ Youth Employment Program.
MOTION CARRIED UNANIMOUSLY
B.      Discuss and act upon recommendation of the Planning Commission “Grace” Resubdivision of Land & Coastal Site Plan – 3 Lots (9.43 ac) No. side of Beach Road.
Town Planner Christine Nelson reviewed the proposed resubdivison.
The Board of Selectmen will draft a response to the Planning Commission.
C.      Discuss and act on Accounting Department Office structure.
Sharon Migliaccio, Accounting Supervisor reviewed the changes that have taken place in the Accounting office. She requests that the remaining 32 hour employee’s position be increased to 40 hours, with benefits. The union has no objection.

Motion to approve increase to 40 hours, subject to union approval (in writing).

D.      Discuss and act on application to support WPCA initiative for grant proposal.
Steve Luckett, WPCA Coordinator reviewed a state program through the Small Cities Grant program that would assist homeowner who will have to upgrade their septic systems. It is based on income levels and is an interest free loan that gets paid back when the property is sold or otherwise changes hands. The funds then come back to Old Saybrook where they can be reused. Applications would be coordinated with Social Services.
During the discussion First Selectman Pace was needed in the office.

E.      Appointments
1.      Municipal Advocate for Disabled.

Motion to appoint Joanne Messner as Municipal Advocate for Disabled.

Motion to add to the agenda “Discuss and authorize McDonald/Sharpe to provide engineering and design work on the Ferry Road Dock improvements.”

Ross Byrne and Peter Fredrickson of the Harbor Management Commission (HMC) spoke in favor of the proposal, which has been reviewed and approved by the HMC.

Motion to authorize First Selectman Michael Pace sign proposal from McDonald/Sharpe to provide engineering and design work on the Ferry Road Dock improvements.
