TOWN OF OLD SAYBROOK
NOTICE OF ANNUAL TOWN MEETING

Notice is hereby given that the Annual Town Meeting of the electors and citizens qualified to vote at town meetings of the Town of Old Saybrook will be held at the Old Saybrook Middle School Auditorium, 60 Sheffield Street, Old Saybrook, Connecticut on November 28, 2011 at 7:30 p.m. for the following purposes:

ITEM 1: To receive and act upon the recommendation of the Land Use Department of the Town of Old Saybrook to amend Chapter 118 of the Old Saybrook Town Code entitled “Fees” to establish the new fee schedule for matters before the Old Saybrook Zoning Commission, Planning Commission, Zoning Board of Appeals, and the Inland/Wetlands Commission.  A copy of the revised ordinance and Fee Schedule is on file with the Old Saybrook Town Clerk’s Office.  

ITEM 2: To act upon the recommendation of the Town of Old Saybrook Board of Finance to appropriate and add to the budget of the following departments the sums indicated for the fiscal year July 1, 2010 to June 30, 2011:

        Katharine Hepburn Cultural Arts Center                       $27,739.00
        Old Saybrook Police Department                       52,302.00
        Water Pollution Control                                      34,755.00
       Labor & Personnel                                                    42,457.00
        Engineering                                                          52,124.00
        Legal                                                                 42,451.00
        Catastrophic Illness                                         25,485.00

        The above transfers represent the reconciliation of the individual Town budget items for the last fiscal year, as allowed under the provisions of Section 7-347 of the Connecticut General Statutes.  As recommended by the Town Auditor, all such consolidation amounts exceeding $25,000.00 should be approved by the Old Saybrook Town Meeting.  Since last year’s total budget had a surplus, none of these transferred amounts will cause a total expenditure in excess of that amount already approved for that fiscal year.


ITEM 3: To act upon the recommendation of the Board of Finance to carry over the following amounts approved but not expended during the fiscal year ending June 30, 2011, to be added to and included in the present budget year July 1, 2011 to June 30, 2012:


  • DEEP Requirements for Old Saybrook Transfer
           Station:                                                      $100,000.00
b)  Assessor’s Re-Evaluation                                 75,000.00
c)  Community Sign                                           20,000.00

ITEM 4:         To act upon the recommendation of the Board of Finance to close out certain capital projects, and to establish a new account within the Water Pollution Control Authority project for meeting clean water fund obligations to the State of Connecticut.  The proposal is as follows:

  • To close out the Small Cities Septic Repair Account, with a present balance of $100,348.00, by transferring the sum of $53,242.00 to the Old Saybrook School Renovation Project, and to transfer the sum of $47,106.00 to the Water Pollution Control Authority Clean Water Program Account. (A new account for that program will be established to receive said funds).  
  • To close out the Katharine Hepburn Cultural Arts Center construction project by transferring its present cash balance in the amount of $5,964.00 to the Old Saybrook School Renovation Project.
ITEM 5:      To elect three members to serve as alternates to the Old Saybrook Planning Commission, each for a term of two years beginning November 21, 2011.  These positions are to be filled as part of the biennial Old Saybrook Town election.  These positions are to be elected at Town Meeting because there was insufficient room on the ballot for their names on the municipal election ballot and election on November 8, 2011.
