MINUTES


A Regular meeting of the Old Saybrook Police Commission was held on Monday, October 18, 2010 at the Old Saybrook Fire Department.  PRESENT:    Chairman Burnham, Vice Chairman Conklin, Secretary Winkler, Commissioners Gallicchio, Sparaco, Metsack and Zemienieski. Chief Spera was also present.  

I.  Call to Order
       Chairman Burnham called the meeting to order at 7:30 p.m.

II. Minutes
  • October 11, 2010 Special Meeting – Chairman Burnham asked for discussion or approval of the October 11, 2010 Special Meeting minutes. After discussion, motion was made by Commissioner Gallicchio to approve the minutes as presented. Motion seconded by Commissioner Sparaco. Motion Passed by unanimous vote.

IV. Executive Reports
  • Department Operations
Chief Spera gave a presentation reviewing the department operations over the past year. Chief Spera had to leave for a Robbery in progress at 8:06 pm and was unable to finish his presentation.

V. Legal Traffic Authority Businessoctober 18, 2010 Special Meeting
  • Workshop – Bicycle Safety / Intermodal Transportation
Kathy Connolly, the Chairman of the Bikeways Committee gave a presentation to the Commission on Bicycle Safety. She thanked the Commission for allowing the committee to make this presentation tonight. She expresses that there has never been any question within the Bikeway Committee that the Police Commission is the legal traffic authority in the town of Old Saybrook; there was only a question about what that actually meant. They were given inaccurate information that has now been cleared up. The only question they had pertained to painting of land lines, never the Commission’s authority. Ms. Connolly stated they need to look into the accident data that the Chief had gathered and their committee will be making recommendations to the Selectmen by December 15, 2010. Chairman Burnham stated that the Commission cannot act until they have been presented with these recommendations; she stated the Commission will take everything into consideration when the time comes. Ms. Connolly feels that having Commissioner Zemienieski involved with the committee is a great asset and she thanked him for attending the meetings. Chairman Burnham thanked her for making the presentation.

VI. Executive Session
  • Discussion pertaining to legal strategy concerning the COPS Bargaining Unit Agreement
Motion made by Vice Chairman Conklin to enter into executive session with the purpose of discussing the legal strategy concerning the COPS Bargaining Unit Agreement. Motion Seconded by Commissioner Gallicchio. Motion Passed by unanimous vote.

The Commission entered Executive Session at 9:17 PM.

The Commission exited Executive Session at 9:35 PM.

Motion made by Commissioner Sparaco to adjourn the meeting at 9:40 PM. Seconded by Commissioner Metsack. Motion passed by unanimous vote.
