REGULAR MEETING
September 28, 2009
MINUTES


A regular meeting of the Old Saybrook Police Commission was held on Monday, September 28, 2009 at the Old Saybrook Town Hall.  PRESENT:    Chairman Burnham, Vice Chairman Conklin, Secretary Winkler, Commissioners Gallicchio, Sparaco, Dobratz and Metsack.  Deputy Chief Spera was also present.

I.  Call to Order
Chairman Burnham called the meeting to order at 7:34p.m.

II. Minutes
  • August 24, 2009  Regular Meeting
Chairman Burnham asked for discussion or approval of the Minutes of the August 24, 2009 Regular Meeting.  Motion made by Vice Chairman Conklin and seconded by Commissioner Galliccchio to approve the Minutes of the August 24, 2009 Regular Meeting as submitted.  Motion carried with Commissioner Winkler abstaining.


III. Comments from the Public

Public was present, however there were no comments.  The Deputy Chief did introduce Scott and Jennifer Hart who were in attendance as they will soon be serving as Assistant Animal Control Officers.  He also reported that they were recently featured in an article in the Harbor News.

IV. Chief of Police
Chairman Burnham suggested that this agenda item be discussed while the public was still present.  All agreed.

The Chairman reported that she has been attending the Change of Command Ceremony Committee meetings for the past two weeks.  She stated that she is impressed with the amount of personnel voluntarily participating and with the ideas and progress that are being accomplished.  The Deputy Chief echoed the Chairman’s comments citing that over two hundred people have responded informing that they would be in attendance.  



IV. Executive Session
  • Personnel
  • Motion was made by Vice Chairman Conklin and seconded by Commissioner Dobratz to enter into executive session for the purpose of interviewing candidates for the position of Patrolman and inviting Deputy Chief Spera into the executive session.  Motion carried with a unanimous vote.

                        The Commission entered in to executive session at 7:45 PM

                        At 8:00 PM Mr. Bananno entered executive session.  He left at 8:13 PM.

                        At 8:15 PM Mr. Sirotnak entered executive session.  He left at 8:33 PM.

                        At 8:35 PM Mr. Evangelisti entered executive Session.  He left at 8:48 PM

                        At 8:50 PM Mr. Giorno entered executive session.  He left at 8:59 PM.

                        At 8:55 PM Ms. Miller entered executive session.  She left at 9:13 PM.

The Commission came out of executive session and returned to public session at 10:00 PM.

  • Motion was made by Commissioner Metsack and seconded by Commissioner Dobratz to hire Mr. William Sirotnak and Mr. Cameron Evangelisti and Ms. Shannon Miller to the position of Patrolman pending successful results of the medical evaluation and drug screening.  Mr. William Sirotnak shall be hired first, Mr. Cameron Evangelisti shall be hired second, and Ms. Shannon Miller shall be hired third and all shall have different start dates that correspond with their seniority ranking.  Further, all three are to begin employment with the Department on dates selected by the Deputy Chief of Police.
V.  Adjournment

Motion made by Vice Chairman Conklin and seconded by Commissioner Gallicchio to adjourn.  Motion carried by unanimous vote.  


Meeting adjourned at 10:02 PM.
