SPECIAL MEETING
June 8, 2009
MINUTES

A special meeting of the Old Saybrook Police Commission was held on Monday, June 8, 2009 at the Old Saybrook Town Hall Employee Cafeteria, 302 Main Street, Old Saybrook, Connecticut.

PRESENT:  Chairman Burnham, Vice Chairman Conklin, Secretary Winkler, Commissioners Dobratz, Gallicchio and Sparaco.  Also present was Deputy Chief Spera.

I.      Call to Order

Chairman Burnham called the meeting to order at 7:36 p.m.   

II.     New State Law Pertaining to Golf Carts

Chairman Burnham asked the Deputy Chief to discuss the new state law concerning the use of golf carts on local roads.  The Deputy Chief provided history of the golf cart issue including the establishment of a Town Ordinance that proved to be beneficial, the change in the state law prohibiting the use of golf carts, and the recent successful efforts of Representative Giuliano to pass new legislation that permits local traffic authorities to permit the operation of golf carts on roadways with speed limits of less than twenty five miles an hour.   The new law will also require golf carts to have a working horn in accordance with motor vehicle regulations as well as a flag to make golf carts visible to vehicular traffic.  The new law also provides the local traffic authority with the ability to create additional conditions or limitations when allowing use on roads within its jurisdiction.

The Commission discussed various conditions that they may choose to include if they were to permit the operation of golf carts.  These conditions may include specific placement of the require flag, registration with the police department, and a requirement to obey all local and state traffic regulations and laws while operating a golf cart.  Registration fees collected may be deposited in the Department’s Driver Safety Account and be used to enhance traffic safety.  The Chairman directed Deputy Chief Spera to perform research and be prepared to present a proposal to the Commission at its regularly scheduled meeting on June 22, 2009.

III.    Appointment of the Employee Search Committee for the Position of Chief of Police

Chairman Burnham discussed her intentions of establishing an Employee Search Committee for the Position of Chief of Police and that she would be appointing all seven commissioners to serve on the committee.

Motion was made by Chairman Burnham and Seconded by Vice Chairman Conklin and Secretary Winkler to establish an Employee Search Committee for the Position of Chief of Police and that all seven members of the Police Commission would serve on the Committee.  Motion carried by unanimous vote.

IV.     Adjournment

Motion made by Vice Chairman Conklin and seconded by Commissioner Gallicchio, to adjourn the meeting.  Motion carried by unanimous vote.

Meeting adjourned at 7:56 p.m.
