MINUTES

A special meeting of the Old Saybrook Police Commission was held on Monday, June 16, 2008 at 8:00 p.m. at the Old Saybrook Town Hall. PRESENT: Commission Chairman Burnham, Commissioners Conklin, Dobratz, Gallicchio, Metsack, Sparaco and Winkler. Also present were Chief Mosca, Lt. Spera and Town Counsel, Atty. Cronin.

I. Call to Order
Chairman Burnham called the meeting to order at 8:00 p.m.

II. Executive Session
Commissioner Conklin made a motion to move to executive session. Motion was seconded by Commissioner Sparaco.
Commissioner Metsack said he would like to make a motion. Chairman Burnham stated there was an active motion on the floor, and asked if there was discussion of that motion.
Commissioner Dobratz said he would like the commission to have some time for discussion before beginning the candidate interview. Chairman Burnham responded that discussion could take place in executive session before the interview.
Chairman Burnham amended the motion to invite Chief Mosca into the executive session to get his input. Seconded by Commissioner Conklin.
Commissioner Winkler asked if Attorney Cronin should also be invited into the executive session, and Attorney Cronin stated that was not necessary, but that the reason for the executive session should be stated in the motion.
Commissioner Conklin amended the motion on the floor to add "to interview the candidate for the position of Deputy Chief, and to invite the Chief of Police for the purpose of hearing his comments." Seconded by Commissioner Sparaco.
Chairman Burnham asked for a vote to approve the amendments to the motion on the floor. Vote to approve the amendments to the motion on the floor carried by six (6) votes in favor, and Commissioner Metsack opposed.
Chairman Burnham asked for a vote to approve the main motion, as amended. Vote to approve the motion on the floor, as amended, carried by six (6) votes in favor, and Commissioner Metsack opposed.
Chairman Burnham stated that the commission would move to another conference room for the purpose of the executive session, so that members of the public would not have to leave the room and stand in the hallway.
Meeting moved to executive session at 8:04 p.m.
Lt. Spera was invited to enter the executive session at 8:13 p.m.
Lt. Spera left the executive session at 9:27 p.m.
Chief Mosca was invited to enter the executive session at 9:48 p.m.
Chief Mosca left the executive session at 10:08 p.m.
Police Commission returned to regular session at 10:16 p.m.

III. Discussion and Action Pertaining to the Position of Deputy Chief of Police.
Commissioner Sparaco made a motion to appoint Michael Spera as Deputy Chief of Old Saybrook Police Department effective immediately. Motion seconded by Commissioner Conklin. Motion carried by vote of five (5) in favor, and Commissioners Dobratz and Metsack opposed.

IV. Adjournment
Motion to adjourn made by Commissioner Conklin and seconded by Commissioner Gallicchio. Motion carried by unanimous vote.

Meeting adjourned at 10:19 p.m.
