OLD SAYBROOK POLICE COMMISSION

MINUTES OF SPECIAL MEETING
JULY 2, 2007



A special meeting of the Old Saybrook Police Commission was held on Monday, July 2, 2007 at 6:00p.m. in the main floor conference room at the Old Saybrook Town Hall.  PRESENT:  Chairman Conklin, Commissioners Burnham, Dobratz, Metsack, Sparaco and Winkler.  Also present were Chief Mosca, Lt. Spera and Attorney Cronin.

Chairman Conklin called the meeting to order at 6:07 p.m.

Motion to move to executive session to conduct the business and discuss the items on the agenda, and invite Attorney Cronin, Chief Mosca and Lt. Spera to give testimony, made by Comsr. Sparaco and seconded by Comsr. Winkler.  Motion carried by unanimous vote.

Meeting moved to executive session at 6:08 p.m.

Attorney Cronin entered meeting at 7:11 p.m. and departed at 7:30 p.m.

Meeting returned to regular session at 8:02 p.m.

Upon motion made by Comsr. Metsack and seconded by Comsr. Winkler,  the commission unanimously  voted to hire Mr. J. Kiako as a supernumerary officer, and to extend to him, through September,  an offer of full-time employment.

The Commission, on a motion made by Comsr. Burnham and seconded by Comsr. Metsack, authorized the Chief to conduct a full time selection process through the Law Enforcement Council for the position of patrolman.  Motion carried by unanimous vote.

In discussion, the Chief explained that the Law Enforcement Council will be conducting its next written exam on August 9, 2007, and that the process should take two to three months following that examination.  The Chief is hopeful that candidates will be presented to the commission by the end of November.

Chief Mosca requested permission of the commission to authorize and establish the position of  "Community Service Officer."  The Chief explained the benefits of the position to the commission and felt that Community Service Officers would make great contributions to the efficiency of the department.  After discussion, Comsr. Winkler made a motion, seconded by Comsr. Sparaco, to approve creating the position of Community Service Officer as outlined in the job description presented to the commission.  Motion carried by unanimous vote.  A copy of the job description is attached to and made a part of these Minutes.

Motion made by Comsr. Winkler and seconded by Comsr. Metsack to adjourn the meeting.  Motion carried by unanimous vote.
