I.      CALL TO ORDER

The Vice Chairman Robert Missel called the meeting to order at 7:08 p.m.

MOTION to approve the Minutes of January 7, 2015 as amended to correct the date of payment of the invoice in the fourth motion on page two to 12/03/2014; MADE by M. Urban; SECONDED by D. Walden; VOTED IN FAVOR: R. Missel; C. Flanagan, K. Sugland, D. Walden, M. Urban, K. Soudan; OPPOSED: None; ABSTAINED: None; APPROVED: 6-0-0.

MOTION to approve the Minutes of the Joint Meeting with the Sea Level Rise Climate Adaptation Committee of January 21, 2015 as presented; MADE by K. Soudan; SECONDED by D. Walden; VOTED IN FAVOR: R. IV.     REFERRAL
        
        A.EastpointeIncentive Housing Development 186 Units (10.78 ac)7 North Main Street (Map 40 / Lots 5 & ~ 6-1 and Map 39 / Lot 9) Shopping Ctr. Bus. B-2 Dist. (Ped. Node), Incentive Hsg. IH Zone (Multi-family MF Subzone)Applicant:~Eastpointe, LLC, contract purchaser; Agent: Edward M. Cassella, Esq.
Bill Finger, Principal of Eastpointe LLC submitted into the record a memo dated February 4, 2015 from Attorney Edward Cassella to the Planning Commission regarding Consistency with Plan of Conservation and Development.

B. Finger reviewed the proposed housing development and addressed some of the specific points raised by the Zoning Commission in the previous Eastpointe application:
        - shift of placement of a garage to preserve a large tree
        - addition of storage areas at end of garages
        -  storage for bicycles in garages
        - widening of entrance area to accommodate emergency vehicles
        - addition of striped parking spaces for police vehicles
        - a change of type of tree planted (per Fire Dept request) so that at full growth the trees will not impede fire ladders        
- addition of reserved parking spaces at rear of property

Bruce Reinheimer, principal at BHR Landscape Architecture of Fairfield CT, reviewed landscaping and the cataloguing of trees that took place in an effort to save as many trees as feasible. A total of 78 trees have been identified to be saved, mainly along the perimeter. Two hundred eighty six trees are to be planted, a mix of evergreen, deciduous and fruit to give interest throughout the year, and will exceed the Town code requirement of 12 trees per acre.

Also discussed were elevators, security and surveillance cameras, sprinkler systems and fire safety, and cost of rental units.

Commission members agreed to further study the new information presented and defer a decision until the next meeting on February 18.

MOTION to defer a recommendation of EastpointeIncentive Housing Development 186 Units to the next regularly scheduled meeting of the Planning Commission on February 18, 2015; MADE by K. Soudan; SECONDED by D. Walden; VOTED IN FAVOR: R. Missel; C. Flanagan, K. Sugland, D. Walden, M. Urban, K. Soudan; OPPOSED: None; ABSTAINED: None; APPROVED: 6-0-0.

V.        ADJOURNMENT

MOTION to adjourn the meeting at 8:40 p.m. until the next regularly scheduled meeting of the Planning Commission on February 18, 2015, at 7:00 p.m., 302 Main Street, Town Hall, 1st Floor Conference Room; MADE: by C.
