MINUTES

SITE WALK at 3 Areas of “The Preserve”

I.      CALL TO ORDER

The Chairman called the special meeting to order at 10:00 a.m.

III.    SITE WALK

A.      “The Preserve” Modification to Approved Special Exception for Preliminary Open Space Subdivision Plan for 226 total dwelling units (925.82 total ac.) & Open Space (556.83 total ac.)
        Residence Conservation C District, Aquifer Protection Area
        Applicant: River Sound Dev. LLC, Owner  Agent: David M. Royston, Esq.

The Chairman welcomed members of the public in attendance, including Charles Rothenberger, representing Connecticut Fund for the Environment.  Mr. McIntyre explained that the site walk is for orientation to proposed conservation and development of the subject application only and that the continued public hearing would be the appropriate time to ask questions or share opinions about the specific design.

Mr. Doane, civil engineer for the applicant, introduced himself and Mr. Levine, representative for the applicant, before presenting a site plan of the 3 areas of the development proposed for modification.

The Commission observed the locations for the proposed sites on the northeast side of Ingham Hill Road first.  Then, the Commission traversed the property on the southwest side of Ingham Hill Road to observe the location of the proposed road, lots and recreational fields.

The Commission, the applicant, staff, intervenors and the public all drove to the Route 153 entrance to the proposed development and reassembled before following an existing driveway into the site to observe the location of the proposed road and house sites within the proposed planned residential development.

Lastly, the Commission and attendants of the special meetings drove to the Bokum Road entrance to the development and reassembled for orientation to the proposed road, existing wetlands and proposed lots.

There was no testimony other than orientation, i.e., identifying features depicted on the submitted plans and correlating them with what was visible in the field.

There were no votes taken, other than to adjourn.

IV.     ADJOURNMENT

MOTION to adjourn the meeting at 12:25 pm until the next regular meeting on Wednesday, January 5, 2011 at the Old Saybrook Middle School auditorium, 60 Sheffield Street; MADE by D. Ranaudo; SECONDED by J. Esty; VOTED IN FAVOR: R. McIntyre, J. Esty, D. Ranaudo; OPPOSED: none; ABSTAINED: none; APPROVED: 3-0-0.
