PLANNING COMMISSION
MEETING MINUTES

I.        CALL TO ORDER

Chairman, Robert McIntyre, called the regular meeting to order at 7:30 p.m.

III.    REGULAR BUSINESS

        A.      Minutes

MOTION to approve the minutes of the February 20, 2008 meeting as read. MADE By R. Missel. SECONDED by J. Gallicchio.  VOTED IN FAVOR:  J. Gallicchio, R. McIntyre, J. Esty, R. Missel. OPPOSED: none; ABSTAINED: none; APPROVED: 4 -0-0.

                Marilyn Milliken came in at 7:36 p.m. and was seated for voting.

           B.          Correspondence

Members’ packets contain the following: minutes from the Architectural Review Board and Zoning Commission, a copy of the budget, a Winter 2008 Newsletter from the American Planning Association, a Memorandum of Decision dated 2/19/08 re: Robert Lorenz, Et Al V. Old Saybrook Inland Wetlands and Water Courses Commission, Et Al, a Memorandum of Decision on Appeal and on Motion to Dismiss dated 2/19/08 re: River Sound Development V. Inland Wetlands and Water Courses Commission of the Town of Old Saybrook, Et Al, and correspondence dated 1/31/08 re: State POCD and Funding for Sewers.

C.      Committee, Representative & Staff Reports

C. Nelson urged Commission members to sign up for automatic delivery via the internet of boards’ and commissions’ agendas and minutes, because at some point soon, clerks will no longer be photocopying these for the Commission members’ packets. She did stress that Commission members will still receive paper copies of their own board or commissions’ agendas and minutes.

C. Nelson gave a summary and brief history on Robert Lorenz, Et Al, V. Old Saybrook IWWC dated 2/19/08 and River Sound Development, LLC V. IWWC also dated 2/19/08.

W. Peace presented updates on Boston Post Road and North Main Street. He also discussed meetings he’d attended re: affordable housing and traffic concerns particularly for access of emergency vehicles and for sidewalk safety on North Main Street.
        
C. Nelson said she would welcome any Commission members who would like to aid in creating educational stations (interpretive signs) for coastal access points, Founders’ Memorial Park and the National Heritage Tour.

C. Nelson reported that she is updating the “Accomplishments” section of the Plan of Conservation and Development.

A.       Municipal Improvement to Remove “Maynard Road Sidewalk”
                North Side of Maynard Road
                Petitioner: Board of Selectmen

In their packets, members received a memo from Michael Pace, First Selectman to R. McIntyre dated 1/29/08 re: Maynard Road Sidewalk along with an aerial photogrammetry and a map of Maynard Road with Resources.       
Selectman William Peace explained to the Commission that home owner, Donald Spargo, who lives on Maynard Road, voiced concerns about the condition of the sidewalk on the north side of Maynard Road. After speaking with D. Spargo, and surveying the existing sidewalk, W. Peace is proposing removal of the sidewalk because there is an existing sidewalk in good condition on the south side of Maynard Road.

Commission members have asked C. Nelson to send letters to abutting property owners and to St. John’s school, to see how they feel about this proposal. The matter will be continued in mid-April.

VII.    WORKSHOP

          A.       Orientation to Local Plans

C. Nelson postponed the workshop until the next regularly scheduled meeting.

VIII.            ADJOURNMENT

B. McIntyre thanked J. Gallicchio, who is retiring from the Planning Commission, for her many years of dedicated service and hard work that have made the Planning Commission the productive commission that it is today.

MOTION to adjourn meeting at 8.20 p.m. until the next regularly scheduled meeting on Wednesday, March 19, 2008 at 7:30 p.m. at the Pasbeshauke Pavilion, Saybrook Point Park, 155 College Street Extension.  MADE by R. Missel. SECONDED by J. Esty.  VOTED IN FAVOR:  J. Gallicchio, R. Missel, J. Esty, R. McIntyre, M. Milliken. OPPOSED: none; ABSTAINED: none;  APPROVED: 5-0-0
