I.        CALL TO ORDER

III.    REGULAR BUSINESS

A.      Minutes

J. Gallicchio, who is chairing tonight’s meeting in R. McIntyre’s absence, stated that because she is the only Commission member who was present at both the November 7, 2007 meeting and tonight’s meeting, discussion of the November 7, 2007 minutes should be moved until the next regularly scheduled meeting.

MOTION to discuss the minutes of the November 7, 2007 meeting at the next regularly scheduled meeting of December 19, 2007. MADE By R. Missel. SECONDED by S. Aresco.  VOTED IN FAVOR:  R. Missel, S. Aresco, J. Gallicchio, OPPOSED: none; ABSTAINED: none; APPROVED: 3 -0-0.

B.      Correspondence

Members’ packets contain the following: minutes from the Zoning Commission, Architectural Review Board, Conservation Commission and Historic District Commission, scheduled meeting dates for 2008, a copy of the budget, a letter from the Parks and Recreation re: the Pasbeshauke Pavilion as a meeting place for Boards and Commissions, a letter from Michael Pace dated 11/21/07 re: “House Numbering” Ordinance, the Planning Commission Journal for Fall 2007 “Crossing America”, and a report from CT Housing Program for Economic Growth.

M Milliken was seated at 7:40 p.m. for R. McIntyre.

C.      Committee, Representative & Staff Reports

C. Nelson reported that the Conservation Commission is making headway on the Natural Heritage Tour.

Progress is being made on plans for the third fishway at Crystal Lake at Town Park.

The Regional Planning Agency is working on the Bike Plan.

V.      OLD BUSINESS

A.      Informal Discussion of “Sentinel Hill” Subdivision
                Mill Rock Road West (Map 52 / Lot 2) Residential AA-1 District
       Petitioner: Robert Finch, Owner Agent: Robert L. Doane, P.E.

J. Gallicchio explained that this informal discussion is a continuation from the last PC meeting on November 7, 2007 at which Commission members requested members from MOU (Memorandum of Understanding) attend this meeting.

Ray Allen from Parks and Recreation, Barbara Guenther from the Land Trust and Robert Fish who is Chairman of the Conservation Commission and a member of the Land Acquisition Committee were all present to join in the discussion.

R. Fish explained to Commission members exactly what the MOU is and how it came into being back in 1999. He explained that the object of MOU is for the 3 groups (Conservation Commission, Land Trust and Parks and Recreation) to work together for the stewardship of town property.

B. Guenther talked about how she and a core group of volunteers have been blazing trails on the town property that abuts the proposed subdivision.

There was discussion of access to the town property and access to the proposed open space for “Sentinel Hill”.

R. Doane asked MOU and the Commission members how they would like to see the cul-de-sacs designed.

R. Fish said MOU had looked over R. Doane’s plans and they were in agreement that they liked the location of the cul-de-sac next to the trail, and they liked the locations for the proposed open space.

J. Gallicchio said at this time, the Commission did not have any problems with the plans, but did state that there was a requirement of a waiver for a longer than 1,000 foot dead end street. R. Doane said he was aware of this requirement.

In their packets, members received a copy of a letter dated 11/27/07 from Atty. William Childress to C. Nelson, and a copy of a letter dated 11/29/07 from Branse, Willis & Knapp to C. Nelson.

Atty. William Childress presented for the applicant. He explained that this subdivision was approved by the Planning Commission in March 2007. There is a state statute regarding condition of approval. A bond needs to be posted for the road to protect those who buy lots. The applicant had trouble securing the bond. He explained that the applicant is requesting the full extension of 270 days for filing the mylar, which would put the date at January 6, 2008. He said the applicant is also asking for approval to commence construction and he referred to Subdivision Regulation 3.13.

Commission members asked about the bond for soil erosion and sediment control, and Atty. Childress stated that the applicant had posted a bond for that.

VI.                      NEW BUSINESS

        A.     Adoption of “Aquifer Protection Area” Regulations
                And Amendments to Zoning Regulations
Petitioners: Old Saybrook Aquifer Protection Agency & Zoning Commission

In their packets, members received a memo dated 11/19/07 from Robert Friedmann, Chairman, Old Saybrook Zoning Commission re: the Proposed Adoption of Aquifer Protection Area Regulations with attached draft.

C. Nelson explained that the State of Connecticut has written model regulations that should be adopted in areas with aquifer protection areas. Updating of mapping is also being done for aquifer protection areas.
There are two aquifer protection areas in Old Saybrook, and at this time, the updated mapping has been completed for only one of the two areas. Therefore, the old regulations will apply to the area not newly mapped. These are Connecticut Water Company wells, not privately owned wells. C. Nelson also explained that the role of the Planning Commission is to advise the Zoning Commission as to how its proposed changes to the Zoning Regulations fit in for the plan of the town.

J. Gallicchio suggested, and all members present concurred, that members should carefully look over the Plan of Conservation and Development to see which sections would be most applicable and a motion could then be made at the next meeting.
