A.      Minutes

MOTION to approve the minutes of January 17, 2007 as amended on page 3, re: “Neely” resubdivison of Land (14.62 ac. Total) – 9 Lots & Open Space (1.27 ac.) W. side of Ingham Hill Road; 400’ ft. N. of Old Rock Road (Map 34 / Lots 5-1 & 5-4) Residence AA-1 District, Applicant Jay Rankin, Agent: Robert Doane, Jr., P.E. “Public hearing re: “Neely” Resubdivision postponed by applicant because adjacent property owners not notified.”  MADE by S. Aresco. SECONDED by J. Gallicchio  VOTED IN FAVOR:  R. McIntyre, , J. Esty, J. Gallicchio, S. Aresco OPPOSED: none; ABSTAINED: none;  APPROVED: 4-0-0.

B.      Correspondence

Members’ packets contain a copy of the Planning Commission budget, Zoning Commission agenda and minutes, Architectural Review Board minutes, Conservation Commission minutes, updated Planning Commission meeting dates for 2007, a letter from Branse, Willis and Knapp re: the Golinowski Subdivision, a memo from the Town of Essex re: the Town of Essex – Inland Wetlands Permit Application and Subdivision Application for 65-81 Bokum Road,an application from the Town of Essex Planning Commission re: the same property, an article re: towns making chain stores fit, a newsletter from the CT Chapter of the American Planning Association, a copy of a memo to Mike Pace re: Max’s Place vs. Old Saybrook Zoning Commission, and a letter from Woodworth Associates, P.C re: the Saybrook Ridge Subdivision, Bokum Road.

MOTION to grant 90 day extension re: filing of mylars requested by Woodworth Associates, P.C. re: Saybrook Ridge Subdivision, Bokum.  MADE by J. Gallicchio.  SECONDED by S. Aresco  VOTED IN FAVOR:  J. Gallicchio, J. Esty,  S. Aresco, R. McIntyre OPPOSED: none;  ABSTAINED: none;  APPROVED: 4-0-0.

Also, enclosed in members’ packets were the following documents re: the “Neely” Subdivision: a letter from the Town of Old Saybrook Fire Marshall, a letter from Michael E. Cronin, Jr. Attorney, 2 letters from Jacobson, a letter from Christine Nelson, Town Planner, to Robert McIntyre re: Administrative and Design Review, a memo from the CT River Area Health District, a copy of the Application form, a memo to Sal Aresco from Robert Fish of the Conservation Commission, and a memo from Mike Pace, First Selectman, to Robert McIntyre.

C.      Committee, Representative &  Staff Reports

Christine Nelson, in Richard Tietjen’s absence, shared with the committee plans for 59 acres in Essex off of Bokum Road to possibly subdivide into 2 lots for an active adult condominium project.

Christine Nelson also presented a report re: the quarterly meeting of the Land Use agencies last week.. Mike Pace spoke about North Cove as a town asset.

Christine Nelson reported on the South Green Historic District. Ballots have been sent to property owners who can vote according to their share. The ballots are due back March 1, 2007.

Christine Nelson had a meeting re: the Saybrook Commons apartment complex. It is moving forward.

Christine Nelson reported the Main Street Gateway Node is currently meeting with business owners re: architectural guidelines, signage, etc. to have a coherent theme for the area.

There will be a meeting March, 1, 2007 re: the Natural Hazard Mitigation Plan.

IV.     PUBLIC HEARINGS
        
A.        “Neely” Resubdivision of Land (14.62 ac. Total) – 9 Lots &  Open Space (1.27 ac)      W. side of Ingham Hill Road; 400’ ft. N. of     Old Rock Road (Map 34 / Lots 5-1 & 5-4)                 Residence AA-1 District
Applicant: Jay Rankin   Agent: Robert L. Doane, Jr., P.E.               
ACTION: Open, continue or close public hearing by 2/7/07 (NLT 2/20/07) deliberate & &act

Robert L. Doane, Jr., P.E. presented for applicant, Jay Rankin plans for the “Neely” resubdivision. There are 9 proposed lots and 2 roadways. Open space would be at 8.7% (1.27 acres).

Mr. Doane wanted to respond to the letter from Jacobson noting these are “progress” plans dated 2-7-07

Mr. Edward Cassella, attorney, representing adjacent land owner, Ann Brit Berglund, spoke about his client’s concerns re: the “Neely” resubdivision particularly  re: the driveway and roadway issues, and the potential for traffic hazards. Mr. Cassella referred to the report by Jacobson, and he is requesting the application be denied.

Mr. Jay Rankin, applicant, spoke re: roadways.

Concerns were expressed by Sal Aresco and Judy Gallicchio re: the percentage of open space in the plans. A map of open town space was submitted to the board for review.

Judy Gallicchio asked about a waiver request re: the cul de sac. Mr. Doane said he would submit one.

Judy Gallicchio asked about the driveways off Wisteria Lane. She said a waiver must be requested. Mr. Doane said he would request a waiver.

Mr. Doane said updated plans would be ready by 2-14-07.

Robert McIntyre announced that the public hearing was closed after all partied spoke, but that the public would continue at the next meeting of the Planning Commission, 2-21-07.

Judy Gallicchio suggested a site walk of the property should be done by the commission.

MOTION to hold a site walk on Saturday, February 10, 2007 at 11:00 a.m.. at the Neely property.  MADE by J. Gallicchio. SECONDED by S. Aresco.  VOTED IN FAVOR:  R. McIntyre, J. Esty, J. Gallicchio, S. Aresco OPPOSED: none; ABSTAINED: none; APPROVED: 4-0-0.

VI.     NEW BUSINESS

A.      Regional Transit Plan (2007-2035)
        Petitioner: Connecticut River Estuary Metropolitan Planning Organization (CREMPO)
        ACTION:  Report consistency with PCD by end of February; submit final comments by end of March.                         
                
        Jean Davies, the Senior Transportation Planner, talked about the CREMPO Transportation Improvement Plan. Different ideas were discussed for possible requests the Planning Commission could make for Old Saybrook.

                Christine Nelson said she would contact commission members before the next meeting to gather their ideas.
