A. “Report on Proposed “South Green” Historic District (40 properties)

Petitioner: HDC Historic District Study Committee
Agent: Robert Wendler
Robert Wendler presented the history and process for designating a local district “Historic” to protect the integrity of the fabric of the historic neighborhood by guiding residents to preserve the exteriors of their homes. Commission members
Sal Aresco and Janis Esty asked questions. Chairman McIntyre stated that it is consistent with the Plan of Conservation and Development, Town Center, Goals #1 and #3
1. Continue to promote Main Street and the historic village center as the focus for community life in Old Saybrook.
3. Continue to promote the aesthetic qualities that make the village center an attractive, pleasant place to visit, create a positive image of the community and give a sense of community pride.
And Cultural and Historical Resources, Goals #1 and #3
1. Preserve unique historical resources that help to focus attention on Old Saybrook’s historic past.
3. Maintain the flavor and character of the Town by monitoring development and encouraging developers to incorporate design features compatible with New England style architecture into their plans.
B. “Upper Cemetery” Municipal Improvement (2.7ac)
North Main Street (Map 40/Lot 70)
Petitioner: BOS Municipal Cemetery Committee Agent: Jane Sypher, Chairman
This item was mistakenly listed as the second item “A” on the agenda.
Jane Sypher presented a proposal to improve the neglected cemetery to make it viable again by creating a perpetual garden in the circular “bowl” area for cremains, a series of plots for cremains in the northwest corner and a
columbarium wall along the southwest and northwest property lines.
The Chairman stated that the concept is certainly consistent with the Town’s Plan of Conservation and Development but the sketch needs more detail to fully document all the improvements described verbally. Sypher explained that the
Municipal Cemetery Committee would like to construct it in phases as it generates income. Sal Aresco described how valuable a cemetery is to the town’s historic image as a tourist destination. The Town Planner mentioned that she coincidentally received a phone call during the day
from a grass roots group that weeds municipal properties and that they would like to help at the Upper Cemetery. The Chairman asked the Committee to come back with its master plan.
