Special Town Meeting 06 26 2018, 7PM, Old Saybrook Middle School
CALL OF SPECIAL TOWN MEETING

Notice is hereby given that a Special Town Meeting of the electors and citizens qualified to vote in Town Meetings of the Town of Old Saybrook will be held at the Old Saybrook Middle School, 60 Sheffield Street, Old Saybrook, Connecticut, on Tuesday, June  26, 2018, at  7:00 p.m. for the following purposes:

1.  To act upon the recommendation of the Board of Selectmen to approve two applications for the Neighborhood Assistance Act (NAA) (Connecticut General Statutes Sections 12-631-12-638):
a.  The Connecticut Sports Foundation Against Cancer: $150,000 based on the NAA’s Energy Conservation Program tax credit of 100%.
b.  The Katharine Hepburn Cultural Arts Center: an amount up to $150,000 based on the NAA’s Energy Conservation Program tax credit of 100%.
2.  To act upon the recommendation of the Board of Finance and the Board of Selectmen to appropriate $35,000 for the engineering of the Ingham Hill Road Trailhead parking, said funds to be paid for from the “185 Bokum Road Sale” off budget account.   
3.  To act upon the recommendation of the Board of Finance and the Board of Selectmen to appropriate $24,900 for the engineering of the Ingham Hill Road Turnaround, said funds to be paid for from the “185 Bokum Road Sale” off budget account.   
4.  To act upon the recommendation of the Board of Finance and the Board of Selectmen to appropriate $260,000 in funds presently residing in Fund 7400 “Public Works Paving Exchange Fund” for the purpose of paving Bokum Road; said funds were received from the Connecticut Water Co. as part of the Bokum Road water line construction project.
5.  To act upon the recommendation of the Board of Finance and the Board of Selectmen to appropriate $25,000 from the Town’s Capital Non-Recurring account to update the Town’s Natural Hazard Mitigation Plan, which funds will then be transferred into an off budget account entitled “Natural Hazard Mitigation Plan”.
6.  To act upon the recommendation of the Board of Selectmen to amend the Town Code to eliminate Chapter 189, Swimming Pools, as it is in substantial conflict with the State Building Code.
7.  To act upon the recommendation of the Board of Selectmen to amend the Town Code to change the eligibility conditions for tax abatement for volunteer firefighters. The revision to Chapter 192, Taxation and Assessments, Article V (Tax Abatement for Volunteer Firefighters), Section 192.8 (Eligibility Conditions) provides a tax abatement for non active veteran firefighters with 25 or more years of service as well as qualifying probationary firefighters. A copy of said revised ordinance is on file in the Town Clerk’s office.
