Replacement of Existing Wood-framed Pavilion

The existing wood framed beach pavilion located at Town Beach on Plum Bank Road in Old Saybrook is in need of replacement due to age and deterioration from the weather. The Town is requesting interested and qualified contractors to bid on the replacement of the current facility with a new, wood framed facility in the same configuration and size as the existing structure.

The existing structure will be removed by other parties. All debris will be removed from the site by other parties. The existing stainless steel handrails and supporting wood railings at the entryways will be removed and salvaged for re-installation after the new replaced structure is completed.

The existing embedded steel anchor straps will be cut flush with the top of the existing floor slab and removed from the site.

Contractor to provide a start date and a completion date. All bidders should be aware that construction may have to start after Labor Day if substantial completion cannot be accomplished prior to Memorial Day. All bidders should be advised the Town adheres to Old Saybrook Town Code Chapter 5, Section 4, “Bid Preference Local Vendors”.

Sealed bids will be received until 2:00 pm Tuesday, April 26, 2016.  Proposals are to be submitted in a sealed envelope and clearly marked “Town Beach Pavilion”.   Proposals must be delivered to:  Carl P. Fortuna Jr., First Selectman, Old Saybrook Town Hall, 302 Main Street, Old Saybrook, CT 06475

SCOPE OF WORK FOR NEW PAVILION
1)  The new pavilion structure is to be 16’ wide by 30’ long and constructed on the existing concrete pad on the       site. See attached sketches (2) for additional details.
2)  All framing material will be preservative treated lumber, treated to the Southern Forest Products Association      “Ground Contact, UC 4A” service condition or better.
3)  All metal fasteners are to be ¼” stainless steel screws, Simpson Strong-Tie Strong-Drive SDS Heavy Duty       Connector screws or equal. The Town will provide the fasteners.
4)  The new pavilion structure is to be constructed of sixteen (16) 6 x 6 inch posts which will be secured to the        concrete pad by individual stainless steel standoff post bases (Simpson Strong-Tie part #ABU66Z).
    5)  Post bases will be secured to the existing concrete pad with a single 5/8” diameter, stainless steel threaded         rod, embedded a minimum of 6” into the concrete pad.
6)  All metal connectors are to be stainless steel, unless otherwise noted.
7)  Each post will be located as shown on the attached sketch. Post corners will be chamfered approximately           ½” on each face for the full height to minimize splintering.
8)  Posts will terminate into triple 2 x 6 beams supporting the roof structure. Post height to be set to provide a          minimum of 7’0” clearance at both the front (parking lot) and rear (beach) entry ways.
9)  Diagonal 4 x 4 bracing, let into the triple roof beams, is to be attached to each post.
10) Roof rafters are to be 2 x 6 dimensional lumber affixed to roof beams with stainless steel hurricane ties,             Simpson Strong-Tie Number H1 or equivalent.
11) Roof configuration to be a hip style roof, similar to the existing structure.  
12) Roof rafters are to be connected to the 2 x 10 ridge beam with stainless steel Simpson Strong-Tie rafter             hanger number LRU28Z or equivalent.
13)  Roof decking to be 2” x 6” tongue and groove spruce.
14)  Roof covering to be a minimum of one layer of ice and water shield over entire roof surface with 30 year           architectural shingles applied.
15)  Interior perimeter walls to be framed to provide bench type seating along entire wall areas. Bench seat and        backrest area to be grey composite material to eliminate splinters. Seat and backrest material to be secured        with color matching fasteners recommended by material supplier. Contractor to identify proposed material          in bid submittal.

OPTION No. 1
        Contractors are requested to supply a separate pricing to clad all lumber with Azek type material with the exception of the roof rafters and roof decking. Cladding is to include sealing all joints against weather intrusion.
