TOWN OF OLD SAYBROOK
NOTICE OF ANNUAL TOWN MEETING
Notice is hereby given that the Annual Town Meeting of the electors and
citizens qualified to vote at town meetings of the Town of Old Saybrook will
be held at the Old Saybrook Middle School Auditorium, 60 Sheffield Street,
Old Saybrook, Connecticut on November 24, 2014 at 7:00 p.m. for the
following purposes:
ITEM 1: To act upon the recommendation of the Town of Old
Saybrook Board of Finance to appropriate and add to the
budget of the following departments the sums indicated for
the fiscal year July 1, 2013 to June 30, 2014:
Department of Police Services - $97,166.00
Acton Public Library - $30,793
Contingency - $62,367
Insurance - $28,305
Legal - $25,870
Employee Benefits - $90,561
The above transfers represent the reconciliation of the
individual Town budget items for the last fiscal year, as
allowed under the provisions of Section 7-347 of the
Connecticut General Statutes. As recommended by the
Town Auditor, all such consolidation amounts exceeding
$25,000.00 should be approved by the Old Saybrook Town
Meeting. The total net budget expenditures for the fiscal
year in the amount of $335,062.00 were offset by additional
General Fund revenue received during that fiscal year in the
amount of $351,553.00.
ITEM 2: Department of Police Services Construction Project:
To act upon a Board of Selectmen resolution with regard to
the Department of Police Services Construction Project and
amend the $9,995,000 appropriation and bond authorization
for a new police facility to include furniture, fixtures and
equipment in the scope of the project:
BE IT RESOLVED, that the Town meeting of the Town of Old
Saybrook recommends that the Town amend the resolution
titled “Resolution to Appropriate $9,995,000 for a New Police
Facility and Related Improvements and Authorize the
Issuance of Bonds or Notes in an Amount not to exceed
$9,995,000 to Finance the Appropriation” as approved by the
voters on October 10, 2013 (the “Bond Resolution”), to include
the purchase and installation of furniture, fixtures and
equipment within the scope of the project. The appropriation
and bond authorization and the other terms and conditions of
the Bond Resolution shall remain unchanged.
ITEM 3: To act upon the recommendation of the Board of Finance and
the Board of Selectmen to appropriate the sum of $999,000.00
for improvements to North Main Street in accordance with the
guidelines set out by the State of Connecticut Department of
Transportation pursuant to a LOTCIP (Local Transportation
Capital Improvement Program). Said grant is comprised of
the following: $833,250 for contract items, $83,325 for
contingency and $83,325 for incidentals to construction. The
project is to be administered by the municipality in accordance
with the Local Capital Transportation Improvement Guidelines
dated November, 2013, as may be revised. Said funds may be
taken from and initially paid out from the Town’s
Unappropriated Surplus Account. The funds will be
reimbursed to the Town by the Connecticut Department of
Transportation. The grant project is administered pursuant to
an agreement between the Town and the State of Connecticut
Department of Transportation.
ITEM 4: To act upon the recommendation of the Board of Finance and
the Board of Selectmen to appropriate the sum of $500,000.00
for the Main Street Connections Park and Parking Lot project
pursuant to a 2014 Small Town Economic Assistance
Program (STEAP) Grant. The Department of Energy and
Environmental Protection (DEEP) will administer said award.
These funds are made available through Public Act #57, 2011
as amended, Section 62 and pursuant to C.G.S. Section 4-66g.
Said funds will be taken from and initially paid out from
the Town’s Unappropriated Surplus Account. The funds will be
reimbursed to the Town by the State of Connecticut
Department of Energy and Environmental Protection (DEEP)
pursuant to an agreement between the Town and DEEP.
ITEM 5: To act upon the recommendation of the Board of Finance and
the Board of Selectmen to appropriate the sum of $155,000 to
conduct an environmental assessment of up to nine properties
on 306, 330, 332, 334, 336, 338, 340, 342 and 344 Boston
Post Road pursuant to The Connecticut Remedial Action and
Redevelopment Municipal Grant Program and Targeted
Brownfield Development Loan Program under Connecticut
State Statute 588gg. The grant will be administered through
the Connecticut Department of Economic and Community
Development. The purpose of the grant is to analyze
contaminated soils and/or building materials to determine the
extent of any possible contaminants. Said funds will be taken
from and initially paid out from the Town’s Unappropriated
Surplus Account. The funds will be reimbursed to the Town by
the State of Connecticut Department of Economic and
Community Development (DECD) pursuant to an agreement
between the Town and DECD.
ITEM 6: To receive and act upon The Reports of The Town
Officials As Printed in The Annual Town Report For The
Fiscal Year July 1, 2013 to June 30, 2014.
