Notice is hereby given that a Special Town Meeting of the electors and citizens qualify
to vote in Town Meetings of the Town of Old Saybrook will be held at the Old Saybrook
Middle School Auditorium, 60 Sheffield Street, Old Saybrook, Connecticut, on
Monday, June 30, 2014, at 7:00 p.m. for the following purposes:
1. To act upon the recommendation of the Board of Finance and the Board of
Selectmen to appropriate the sum of $30,000.00 for the survey documentation and
inventory of a minimum of 150 historic buildings in the Town of Old Saybrook in
accordance with the guidelines of the State Historic Preservation Office of the
Department of Economic and Community Development. Said funds are to be taken
from and initially paid out from the Town’s Unappropriated Surplus Account. The funds
will be reimbursed to the Town under the provisions of Connecticut General Statute
Section 10-415(b), Federal Grants Fund from the Certified Local Government Program”
of the National Park Service, U. S. Department of the Interior. The grant project is
administered pursuant to an agreement between the Town and the State of Connecticut
Department of Economic and Community Development.
2. To act upon the recommendation of the Board of Finance to appropriate a
sum not to exceed $10,000.00 for the paving and repair of roadways within Cypress
Cemetery, said funds to be taken from and paid out of the Town’s Capital Non-
Recurring Fund.
- To act upon the recommendation of the Board of Finance to appropriate an
amount not to exceed $15,000.00 for the purpose of constructing new fencing at
Riverside Cemetery, said monies to be taken from and paid out of the Capital Non-
Recurring Fund.
- To discuss a Resolution as follows:
(a) To approve the purchase of approximately 930 acres of real property, 926
acres within the Town and 4 acres within the Town of Westbrook, and all
improvements located thereon (the “Property”), consisting of a portion of the
approximately 1,000 acres of property commonly known as The Preserve,
subject to the negotiation and execution of (a) a purchase and sale agreement
between the parties, and (b) an agreement between the Town and the State as
to joint ownership and management of the Property, which agreements shall be
approved by the Board of Selectmen following a public hearing on such
agreements;
(b) To appropriate $3,000,000 for the purchase price of the Property, legal and
other professional fees and administrative, financing and bond issuance costs
and other costs related to the purchase;
(c ) To finance said appropriation by issuing the Town’s bond, notes or
temporary notes in an amount not to exceed $3,000,000;
(d) To authorize the Board of Selectmen, First Selectman and Treasurer to issue
the bonds, notes or temporary notes;
(e) To take actions under applicable Internal Revenue Service regulations to
allow the Town to issue the bonds, notes or temporary notes for a tax-exempt
basis; and
(f) To authorize the First Selectman and other Town officials to execute and
deliver documents, apply for additional grants for the purchase and to take all
other actions necessary to complete the purchase, and issue the bonds, notes
or temporary notes to finance the appropriation.
Copies of the full text of the Resolution are on file and available for inspection at the
Office of the Town Clerk.
The Moderator shall adjourn the Special Town Meeting at its conclusion and pursuant to
the Town Charter and Connecticut General Statutes Section 7-7, the vote on the
Resolution shall be submitted to a vote upon the voting machines on the ballot on
Tuesday, July 8, 2014, between the hours of 12:00 P.M. (Noon) and 8:00 P.M.
The Resolution shall be placed upon the voting machines or the ballot under the
following heading:
QUESTION 1. SHALL THE TOWN OF OLD SAYBROOK APPROVE THE
PURCHASE OF APPROXIMATELY 930 ACRES OF REAL PROPERTY
CONSISTING OF A PORTION OF THE PROPERTY KNOWN AS THE
PRESERVE AND AN APPROPRIATION AND BOND AUTHORIZATION OF
$3,000,000 TO FINANCE THE PURCHASE?
Voters approving said Resolution will vote “Yes” and those opposing said
Resolution will vote “No”.
Voting will be in the Old Saybrook High School Gymnasium, 1111 Boston Post Road,
Old Saybrook, Connecticut. Persons qualified to vote in town meetings of the Town of
Old Saybrook who are not electors shall also vote in the Old Saybrook High School
Gymnasium, 1111 Boston Post Road, Old Saybrook, Connecticut. Absentee ballots will
be available from the Town Clerk’s Office.
