MINUTES
SPECIAL MEETING
Thursday, January 29, 2015 – 4:30 p.m.
Town Hall, 1st Floor Conference Room
302 Main Street, Old Saybrook


I.      CALL TO ORDER
        Chairman Judith Preston called the regular meeting to order at 4:30pm.

II.        ROLL CALL
Members Present 
Judith Preston,  J. Colin Heffernan
Members Absent: Walter Smith
Staff: Sandy Prisloe, Inland Wetlands Enforcement Officer
 
III.      BUSINESS      
A.   Review and discuss proposed changes and updates to the Commission’s regulations

The Committee reviewed a list of topics and issues that J. Preston had put together.~ It included some suggested language changes to the regulations and a number of items that will require additional research.
Members agreed to do the following:
J. Preston will send to other committee members electronic versions of Old Lyme’s IWWC regulations and DEEP’s suggested models for assessing regulated activities in URAs for review.
Colin Heffernan will research how the term “physical changes” has been interpreted by the courts since the Avalon Bay vs. Wilton decision that requires commissions to establish that there will be physical changes to wetlands or watercourses from regulated activities in URAs before commissions can consider impacts on wetland biota;~C. Heffernan also will investigate what a Duly Authorized can do.
S. Prisloe will contact Darcy Winthers to see if DEEP will soon release an update to its Model IWWC Regulations, the last version of which is dated 2006 and will continue efforts to improve availability of IWWC mapped data via the Town’s MapGeo website.

B.   Establish schedule for final review and public hearing for approval and adoption of updates

The next Special Meeting to consider updates to the IWWC’s regulations will be 4:30pm, February 26, 2015 at Town Hall.

IV.       ADJOURNMENT
        The meeting was adjourned at 5:35pm.
